SUBJECT. ConsIderation of Resolution Authonzmg the City Manager to File Grant
Application for Federal Transportation Assistance
Introduction
This report requests the City Council adopt the attached resolution which authorizes the
City Manager to file a Federal Transit Administration (FTA) application for Federal
transportation fundmg assistance and negotiate and execute all agreements concerning
the grant
Backaround
The Transportation Department IS In the process of preparing the Federal grant
application for replacement transit vehicles for the Big Blue Bus These vehicles Will be
purchased with a combination of FTA Section 9 Capital funds and State Transportation
Development Act (TDA) funds.
The City has not previously received Federal Section 9 funding The City Will use these
funds to pay for vehicle replacement WhiCh, In turn, allows other mOnies to be
commItted to projects such as our faCIlity expansion program
The Federal grant apphcalion process reqUires the City Council to adopt a re6'Oh

whIch authorizes the City Manager to file the application and negotiate and execute all
documents associated with this grant Including but not limited to annual certifications
and assurances required by the FTA Approval of this resolution would satisfy this
Federal requirement.

expended when the vehicles are purchased
Recommendation
It IS recommended that the City Council adopt the attached resolution which authorizes
the City Manager to file a grant application and negotiate and execute all documents
associated with this grant with the U.S Department of Transportation, Federal Transit
Administration.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING TIlE CITY MANAGER TO FILE A GRANT APPLICA nON WITH THE
FEDERAL TRANSIT ADMINISTRATION, AN OPERATING
ADMINISlRATION OF TIlE UNITED STATES DEPARTMENT OF TRANSPORTATION,
FOR FEDERAL TRANSPORTATION ASSISTANCE AUTHORIZED BY 49 u.s.c.
CHAPTER 53, TITLE 23 UNITED STATES CODE, AND OTHER FEDERAL STATUTES
ADMINISTERED BY THE FEDERAL TRANSIT ADMINISTRATION.
WHEREAS, the Federal TransportatIOn AdmIrnstrator has been delegated authonty to
award Federal finanCIal assIstance for a transportatIon project,
WHEREAS, the City of Santa Mornca wishes to apply for such assistance;
WHEREAS, the grant or cooperatIve agreement for Federal financIal asSIstance WIll
Impose cenam oblIgations upon the City of Santa MOnICa, and may reqUIre the City of Santa
MOnIca to proVIde the local share of the project cost,
WHEREAS, the CIty of Santa Moruca has provIded or wJll proVIde aU annual
ceruficatlOns and assurances to the Federal TranSIt AdImmstratIon reqUIred for the project;
NOW. THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS.
SECTION 1 The CIty Manager IS authorized to execute and file an applIcatIOn for
Federal aSSIstance on behalf of the CIty of Santa MOnIca WIth the Federal TranSIt
AdImmstratIOn for Federal asSIstance authonzed by 49 D.S C. chapter 53, TItle 23, Umted States
Code, or other Federal stamtes authonzmg a prOject adImmstered by the Federal TranSIt
AdImmstratlOn, as the DeSIgnated ReCIpIent to apply for UrbanIzed Area Formula Program
ASSistance
SECTION 2 The CIty Manager IS authonzed to execute and file Wlth ItS apphcatIons

the annual certIficatIons and assurances and other documents the Federal' Transportation
AdlninIstratlOn reqUIres before awardIIlg a Federal assIstance grant or cooperatIve agreement.
SECTION 3 The CIty Manager IS authonzed to execute grant and cooperatIve
agreements with the Federal TransIt AdmmlstratlOn on behalf of the CIty of Santa MOnica.

SECTION 4. The CIty Clerk shall cemfy to the adoptIOn of the ResolutIOn, and
thenceforth and thereafter the same shall be in full force and effect.
