This report concerns award of bid to furnish and deliver approximately twelve hundred
(1200) tons of cold mix (No 23) for the Water DIvIsion, EnVironmental and Public Works
Management Department, at speCified Unit price, including applicable sales tax
Background
In response to published Notices Invltlng Bids (published June 19 and June 20, 1997) to
furnish and deliver approximately twelve hundred (1200) tons of cold mix (No 23) In
accordance with City speCificatIons, bids were received and publicly opened and read on
June 30,1997 Proposal forms were mailed to three (3) vendors and notices were advertised
In accordance with City Charter and MuniCipal Code prOVIsions Two proposals were received
as follows

The cold mix pavmg materials Will be used to repair damage to city streets and alleys as
needed
For the past year, City staff has been usmg a special cold miX that IS considered a more
permanent type that could be paved over without having to remove It However, It IS very
difficult to work wIth, cars scatter It all over the streets, and It IS much more expensive The
old style cold mIx No 23 IS less expensive and easier to work with. It Will not scatter along
the streets and alley
Unique Paving Materials of Callforma bid an alternate product (not cold mix No 23) whIch IS
more expensive and has more 011 In Its content which causes It to stick to car tires They
cannot provide cold mix No 23
Staff researched other compames and found that LIVIngston-Graham/Blue Diamond IS the
sole proVider of cold mix No 23 In the Southern Callforma area
Staff has evaluated the low bid and finds that It meets City specifications.
