SUBJECT A Resolution of the City CounCil to Accept Funds Through the State Grant
Assistance to Local Law Enforcement Agencies Project AdmInistered by
the Department of AlcoholiC Beverage Control and Authorize the City
Manager to Execute the Contract with the State
INTRODUCTION
The Santa MOnica Police Department was awarded a one-year grant from the Department
of AlcoholiC Beverage Control (ABC) for $90,000 This report requests that the City CounCil
accept the funds and authorize the City Manager to execute the contract with the State
BACKGROUND
The Police Department drafted the grant proposal In order to receive State funds to
address problem alcohol sales establishments and alcohol-related crime
I n order to Identl'fy and affect problem liquor stores and bars, one full-time police officer
assigned to the Office of SpeCial Enforcement Will be dedIcated to the project for the one-
year grant period beginning July 1, 1997 Program objectives are to conduct a mmor
decoy program In which minors trained In program objectIves are sent Into alcohol
establishments to try and purchase liquor, to proVide training for police personnel and

alcohol establishments, and to encourage community mvolvement by mstalllng a hot Ime
for complamts and mformatlon on training seminars
It 15 anticipated that the project will help achieve compliance with ABC laws, Improve
quality of life and reduce calls for service related to alcohol problems
FISCAL/BUDGET IMPACT
ThiS program has been reflected In the adopted Fiscal Year 1997-98 budget The funding
Will proVide $90,000 for one police officer position dUring FY 1997-98 The funds Will be

WHEREAS, THE City of Santa MOnica desires to undertake a certain project
designated as ABC Grant Assistance to Local Law Enforcement AgencIes Project to be
funded In part from funds made available through the Grant Assistance to Local Law
Enforcement Agencies Project adminIstered by the Department of Alcoholic Beverage
Control (hereafter referred to as ABC),
NOW, THEREFORE, BE IT RESOLVED that the CIty Manager of the CIty of
