SUBJECT: RECOMMENDATION TO ADOPT RESOLUTION AUTHORIZING
GRANT APPLICATIONS FOR SENIOR NUTRITION
PROGRAM AND AUTHORIZING CITY MANAGER TO NEGOTIATE
AND EXECUTE CONTRACT UPON RECEIPT OF FUNDING
INTRODUCTION
ThlS report recommends that the Clty Council adopt the attached
resolutlon authorlzing ~he submlttal of a grant appllcation to the
County of Los Angeles Department of Communlty and Senlor Citizen
Services for funding for FY 1997/98 and authorlzing the City
Manager to negotiate and execute a contract Wl th the County for
prOV1Slon of serVlces to the elderly through the Clty'S Senior
Nutrltion and Recreation Program
BACKGROUND
The Clty of Santa Monica has been sponsoring the Senlor Nutrition
and Recreation Program for the past twenty years. Each year the
Clty is required to submlt an applicatlon to the County for grant
funding. The C-l or Congregate Meals Program provldes
approxlmately 190 meals per day, Monday through Friday, at flve
,
sites: Lincoln Park, Ken Edwards Center, Virglnia Avenue Park,
the Senior Recreatlon Center and Memorlal Park; and approximately
forty meals each Saturday at the SeDlar Recreatlon Center. The
suggested donation for the Congregate Meal Program lS $1 50 per
meal, wlth an average actual donatlon of $1 19 per meal

As of July 1994, the Clty subcontracted lts Home Delivered Meals
Program to Santa MonlcajMal1bu Meals on Wheels. This arrangement
has proved to be a cost effective and productive method of
provldlng this serVlce, given the organlzat1on1s experience and
broader program in dellverlng meals to homebound seniors. The Home
Dellvered Meals Program provides approximately 54 meals per day,
seven days a week, for homebound seniors 1n Santa Monlca.

Revenue for tnese programs comes from this grant, the United States
Department of Agriculture, partlclpant donatlons and the Clty'S
General Fund The City 1S required to provide a m1n1mum 15% local
match for the Congregate Meals Program, and provisions to do so are
already ln place as lndlcated below.

DOES RESOLVE AS FOLLOWS
SECTION 1 The Clty Counell approves the submlttal of a proposal
to the County of Los Angeles for Older Amerlcans Act funds to be
used for the CltylS hot lunch program for senlors and its home
dellvered meals for homebound senlors program.

SECTION 2. The Clty Council author~zes the City Manager to sign
che contract for Older Amerlcan Act funds and all documents
necessary to accompany sald contract, includlng any contract
amendments durlng the 1997/98 Flscal Year.
SEC~ION 3. The Clty Clerk shall certlfy to the adoptlon of this
Resolutlon, and thenceforth and thereafter the same shall be In
