This report concerns an award of bid to furnish and deliver two (2) new skip loaders for the
Parks and Sports DivIsion, Community and Cultural Services Department, In the total
amount of $76,004 45, including applicable sales tax
Backaround
In response to published Notices InvIting Bids published April 7 and 8, 1997 to furnish and
deliver two (2) new skIp loaders In accordance WIth City speCIficatIons, bIds were receIved
and publicly opened and read on April 22, 1997 Proposal forms were mailed to SIX (6)
vendors and notices were advertised In accordance With City Charter and MuniCipal Code
prOVISions Four (4) proposals were received as follows

Bengal Equipment & Tractor Company $75,002 20
Eberhard Equipment Company $76,004.45

The two (2) skip loaders will be used by Park Maintenance staff for ball field and turf
renovation, landscaping, and loading bulk matenals These Units will replace two (2) skip
loaders that are scheduled for replacement under the vehicle management program
Staff recommends diesel-powered skip loaders because no companies manufacture CNG
powered skip loaders The purchase of these diesel-powered skip loaders IS consistent
with the City's reduced emiSSions fuel policy There IS no California Air Resources Board
(CARB) approved conversion kit available for these vehicles at this time
The bids submitted by three vendors, Cook Tractor, Inc , Staben Equipment Company and
Bengal EqUipment & Tractor Company are non-responsive due to numerous exceplions
made to Items descnbed In the specifications The City'S specifications require that all
Significant equipment features advertised as standard be furnished without exception and
Included In the purchase pnce of the Unit Staff has evaluated the bid submitted by
Eberhard EqUipment Company for two diesel powered skip loaders and finds that It meets
City speCifications

Recommendation
It IS recommended that Council reject the bids submitted by Cook Tractor, Inc, Staben
Equipment Company, and Bengal Equipment & Tractor Company, and award of Bid
#2631 be made to Eberhard Equipment Company in the total amount of $76,00445,
