SR-6-B (16) PURCH PW BR sd f.\finance\purch\strfrpts\srbd2624 68 Council Meeting June 17, 1997 Santa MOnica, Callfornili JUN 1 7 1997 TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Award Bid to Furnish and Deliver One (1) New TWin Engine Sewer Cleaner, Bid #2624 Introduction This report concerns an award of bid to furnish and deliver one (1) new twin engine sewer cleaner for the Wastewater DIvISion, EnVironmental and Public Works Management Department In the total amount of $203,305 14, including applicable sales tax Backaround In response to published Notices InViting Bids published February 18 and 19, 1997 to furnish and deliver one (1) new twin engine sewer cleaner In accordance With City speCifications, bids were received and publicly opened and read on March 11, 1997 Proposal forms were mailed to four (4) vendors and notices were advertised In accordance With City Charter and MUniCipal Code provIsions Four proposals were received as follows Vendor CNG Powered Diesel Powered MuniCipal Maintenance $279,295 83" $203,305 14 EqUipment EnVlro Clean EqUipment $288,595 58 $218,059.88 WestqUlp $293,358 58 $222,389.88 Haaker EqUipment No bid $194,83484" " low bid ~8 - 1 - l) JUN 1 7 1997 This Unit will be used by Wastewater DIvIsion staff for high pressure water cleanmg of sanitary sewer and storm drain lines It will replace a 1985 model currently scheduled for replacement under the Vehicle Management Program Fleet and Wastewater DIvIsion conducted a senes of demonstrallons on single and twin engine powered sewer cleaner systems After careful evaluation, staff prepared bid speCifications for a twin engine sewer cleaner system because It met City operational needs A twin engine sewer cleaner system IS compnsed of a) an engine which drives the truck, hydraulics, and the positive displacement vacuum pump, b) an auxIliary engine to drive the water pump system The twin engine sewer cleaner prOVides an Independent operation of the water system, low maintenance, and reserve horsepower. Staff recommends a diesel powered Unit due to the high Incremental cost of purchaSing a CNG powered vehicle The purchase of a diesel vehicle IS recommended because the Incremental purchase price for the CNG option IS more than 37% higher than the purchase price for diesel or gasoline and the CNG Incremental purchase cost cannot be recovered In the seven year useful life of the vehicle The low bid submitted by Haaker EqUipment Company for a diesel powered sewer cleaner IS non-responsive They bid a Single engine cleaner which does not meet City speclflcallons Staff has evaluated the bid submitted by MUniCipal Maintenance EqUipment for a diesel powered twin engine sewer cleaner and finds that It meets City operational needs -2- Budaet I F,nanclallmcact - - Fiscal Year 1996-97 appropriation authority for this purchase IS In the Capital Improvement Budget, account number 54-710-461-20097-8900-99167, "Fleet Vehicle Replacement Program" Recommendation It IS recommended that Council reject the bids submitted by Haaker Equipment Company, WestqUlp, and EnVlro Clean Equipment as non-responsive and that the award of Bid #2624 be made to MUniCipal Maintenance EqUipment In the total amount of $203,305.14, Including applicable tax, as the most responsible bidder.
