JUl 2 2 \997 In 1992, voters approved a similar propositIOn, the Safe Neighborhood and Parks Act of 1992, and the City was awarded approximately $1,065,000 In funding towards the Dry Weather Runoff Reclamation Facility and a storm water pollution abatement system from that grant cycle The City of Santa Monica IS submitting two proposals totaling $420,000 for the 1996 Prop A grant cycle The proposed projects are (1) a storm drain outfall retrofit and catch baSin Insert deVices deSigned to filter out contaminants In stormwater runoff, and, (2) the purchase of a wash water reclamation system to remove pollutants from runoff due to pressure washing parking lots, Sidewalks and alleys DISCUSSION The City IS submitting two separate applicatIons for Prop A funding, which are descnbed as follows PRESSURE WASHING RECLAMATION ($350,000) -- The City's Solid Waste Management DIVISIon periodIcally pressure washes bus benches, parking lots, SIde walks and alleys Runoff from these actiVIties contains moderate to high levels of pollutants -- e gall and grease and heavy metals -- whIch are transported rnto nearby catch baSinS where they drain directly Into the Santa Monica Bay The City IS proposing to purchase two pressure washIng water reclamatIOn systems These Integrated systems have a pressure washing hose and a vacuum filter which recycles the waste water by removing the pollutants In a 2 filter, reducing the pollutant loading and conserving wash water STORM DRAIN RETROFIT AND CATCH BASIN INSERTS ($70,000) -- In 1996, the City formed a consortium with 16 agencies In the Santa Monica Bay watershed, wIth funding from the Santa Monica Bay Restoration Project, to "evaluate the effectiveness of eXisting and prototYPical practices and devIces for reducing urban runoff pollutants at catch basIns" The firm of Woodward-Clyde Consultants has been retained to conduct research on the cost effectiveness and viabIlity of these deVices Although the project IS not complete, the consultants have developed several viable prototYPical catch baSin Insert deVices, as well as a storm drain outfall retrofit that would have widespread watershed utility The City IS proposing to use Prop A funds to deSign, develop, and construct the storm drain outfall retrofit and the catch baSin Insert deVices, which could then be sCientIfically evaluated through the research work of the consortium An AuthOriZIng Resolution from the City Council demonstrating that the Council has considered the proposed proJect(s) and has authOrized the filing of the applications IS a requirement of thiS grant application Adoption of the attached resolution satisfies thiS reqUirement BUDGET/FINANCIAL IMPACT The total amount of 1996 Prop A funds requested IS $420,000 ThiS amount Includes $350,000 for the storm dram outfall retrofit and catch baSin Inserts, as well as $70,000 for 3 the purchase of two pressure washing reclamation systems The grants, If approved, require a 15% match, which can be met through the provIsion of in-kind services such as project management and administration It IS anticipated that these services can be provided with currently budgeted resources Staff will return to Council to accept any grant awards Any necessary budget changes wIll be proposed at the time of grant award RECOMMENDATION Staff recommends that the City Council adopt the attached resolution authOriZing the application for 1996 Prop A grant funds for a storm drain outfall retrofit and catch basin Insert devices to filter out contaminants In stormwater runoff, and for the purchase of a wash water reclamallon system to remove pollutants from runoff due to pressure washing of parking lots, Sidewalks and alleys Prepared by Craig Perkins, Director of Environmental & PubliC Works Management BIIII Romain, Stormwater Management Coordinator 4 . , , . Callforma RESOLUTION NUMBER 9165 (CCS) (CIty CouncIl Senes) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY DEPARTMENT OF PUBLIC WORKS 1996 PROP A SANTA MONICA BAY COMPETITIVE GRANT PROGRAM FOR TWO PILOT PROGRAMS (1) STORM DRAIN RETROFIT AND CATCH BASIN INSERT DEVICES, AND (2) PRESSURE WASHING RECLAMATION SYSTEM WHEREAS, the people of the County of Los Angeles on November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood Parks Act of 1996 (the ProposItion), WhiCh, among other uses, proVides funds to public agencies In the County for the restoration and Improvement of the Santa MOnica Bay (Bay) by measurably reducing the tOXICity of and/or pollutant load In urban runoff to the Bay, and WHEREAS, stormwater runoff conveyed through storm drains and catch baSinS flows directly to the ocean and contains Significant amounts of pollutants, Including litter, debriS, heavy metals, Oils and grease, that contaminate the Bay. and WHEREAS, wastewater from cleaning parking lots, SIdewalks and alleys routinely contains moderate to high levels of pollutants, Including heavy metals, 011, grease, bactena and Viruses, which contnbute a Significant amount of pollution to the Bay, and WHEREAS. the ProposItion has authOrized the Los Angeles County Department of PubliC Works (the Department) to administer said funds, and 1 , . ..
