Introduction
This report transmits the schedule for the preparation and submission of the
fourth year application for Housing and Community Development Funds to the
United States Department of Housing and Urban Development (HUD), and recommends
specific dates for the required public hearings by the City Council.
Background
In Janua ry , 1975, City staff prepared a process for public hearings along with
a Citizen Participation Plan which was subsequently adopted by the City Council.
The plan conforms to the requirements of the Housing and Community Development
Act. The plan is designed to provide information to the citizenry, and to allow
a feedback mechanism for citizens to participate in the planning and decision-
making process for the use of Community Development Block Grant Funds. It is
proposed that the Council set the two required publ ic hearings on Housing and
Community Development needs and on the final application for submission to HUD
on the use of the $1.3 million allocation for fourth year expenditures.
Recommendation
City staff recommends that the City Council adopt the attached schedule for a
timely submission to HUD; set a public hearing on Housing and Community Development
needs for January la, 1978; and a public hearing on the final fourth year
application for January 24, 1978.

An extrapolation of population trends by census tract of Santa Monica
as of January 1, 1976 places total pJpulation at 93,000 persons, which

population over age 60 would be approx:inately 23,000 or alnDst 25%.
