The Community Development Block Grant monies available for Santa Monica in the
fourth year allocation is $1.374 mill ion. Among the requirements for filing the
application for receipt of CDBG funds is a Citizen Participation Plan. The Plan
is required to include two public hearings and show how citizens Will have a chance
to help develop the application and when and how technical assistance will be
provided to help citizens understand complex program requirements. The first
public hearing on January la, 1978 is a hearing on needs in the area of community
development. The second public hearing is on approval of the fourth year applica-
tion to HUD and is scheduled for January 24, 1978, at which time Council is ex-
pected to approve the final application.
Background
The Citizen Participation Plan for Santa Monica is designed to provide information
to the citizenry and to allow a feedback mechanism for Citizens to participate in
the planning and decision-making process for the use of Community Development
Block Grant funds
Other than the required publ ic hearing, the Santa Monica
Citizen Participation Plan includes the following components
1. Newspaper articles inviting written response from Individual citizens, as well
as local community groups.
2. The City newsletter Seascape provided to 46,650 dwelling units and printed
quarterly contains articles of Information relative to community Input.
3. An information brochure providing information on formula entitlement, el igible
and ineligible costs, and requests for participation are made available at the
Information Booth on the Santa Monica Mall, Publ ic library sites and City Hall.

4. Staff is available to meet with citizen groups to provide information and re-
ceive input on desirable projects. Requests are coming in for speakers and
some few proposals have been received.
Ideas that have been generated thus far through the approved CitIzen Participa-
tion process Include items listed in the attachment with their projected costs.
Recommenda t ion
City staff recommends that the City Council:
1. Review the enclosed ideas for consideration. in addition to ideas generated
at the PubliC Hearing
2. Direct staff to review and analyze proposals for inclusion in the final appli-
cation, where appropriate, and to identify alternative funding sources and
local resources where projects are not appropriate for inclusion
3 Direct staff to include specific projects as established by Council authoriza-
tion.

NOTICE OF PUBLIC HEARING
ON
COMMUNITY DEVELOPMENT BLOCK GRANT-FUNDS
Notice is hereby given that the City Council of the City of Santa Monica
will hold a public hearing to determine community development needs for
preparation of the Community Development Block Grant appl ication. The date
of the public hearing is Tuesday, January 10, 1978 at 7:30 p.m., in the Council
Chamber and is for the purpose of allowing citizens to express their views
on community needs and to participate. in the planning process.
Information provided at the public hearing will assist the City Council in
establishing priorities for the exoenditure of COITmunity Development funds.
All per50ns interested in this matter are invited to appear.
