Com~unity Development Block Grant Funds -- PubllC Hearing
The Commission on Older Americans of the Clty of Santa r~onica met in
regular session on Wednesday, December 19, 1979. At thls meeting a publlC
hearing was held regarding community needs wlth respect to the appllcatlon
for Co~~unity Development Block Grant Funds.
On the basis of that public hearing and the dlScussion which followed, Dr.
larks moved that in development of appllcation for H.U.D. funds a major
portlon be allocated to houslng for low and middle lnco~e famllles including
the elderly. The motlon was seconded by Mr. Brunson and carried unanimously.

Santa Monica Little League, Inc. would like to suggest an improve-
ment in recreat~onal facilities at Memor~al Park.
Almost 30 years ago, two wooden scoreboards were constructed (at no
cost to the C~ty) at this park, and as of today are ~n the process
of be~ng demol~shed, as they represent a health and safety hazard.
Ins~de each structure was an area where~n a person could change the
socre. Through the years, term~tes have taken the~r toll and more
recently vandals have broken ~nto these structures and caused con-
sJ..derable damage. Also, "der~l~cksJl have been us~ng them for sleeping.
As you know, Little League ~s run by volunteers and the scorekeepers
have been either women or ch~ldren. It 1S the consensus that due to
the cond~t1on of these scoreboards that our volunteers not be permitted
ins~de. Consequently, we dec~ded (with full concurrence of the Depart-
ment of Parks and Recreation) to demol~sh these scoreboards.
We would l~ke to have these scoreboards replaced with new electrical
un~ts. (Copies of literature are enclosed.) The estimated costs are
as follows:

The phys1cally hand1capped communlty 1S among the largest illlnority
1n Santa ~on1ca. Twelve percent (12%) of the populat1oa 1S physlcally
hand1capped (State Department of Rehabilitation flgures) and vet 1t 1S
the least vocal and receives the least amount of such ava11able funds.
Speaklng as a vot1ng. taxpaying clt~zen in Santa ~on1ca for over
thlrty years, and as Pres1dent of CAPR, I request that ~r1or1ty be given
to t~o urgent needs 1n our Clty. Flrst, Santa ~onlca desperately needs
more curb rareps. We are far behlnd cities such as Torrance, Beverly H11ls
and -- yes, even Los Angeles ln provld1ng handicapped clt1ze~s the rlght
to use the sidewalks that we help pay for.
Secondly, we are all keenly aware of the hou51ng shortage 1n Santa
Xonlca. We need accessible housing first and forenost, and we need
affordable housing. The Community Block Grant funds provlde us with an
opportun~ty to establ1sh sone houslng for the physlcallv hanalcapped in
Santa ~on1ca w~ich could be admlnlstered elther by the C1ty. or as we

Dear Councilpersons:
On behalf of Hanaco, Inc, owner of 1118 Third
Street, I appeal the decision of the Santa Monica Planning
Cornm~ssion approving application for condit~onal use
permit no. CUP-40821 by Dinuba Avenue Corp. on November
19, 1979. The Conditional Use Perm~t was approved granting
an expansion of a legal nonconform~ng commercial use of
an R-4 property by adding a th~rd floor to an eXlsting
commercial buildlng. This will interfere with res~dentlal
uses of Hanaco's property which abuts the Dinuba property
to the rear.
