Introductran
At its meet~ng an July 8, 1997~ the CRty Gouncii directed the City Attorney to prepare an
ord~nance establ~sh~ng a preferent~al parking zone in the ar~a bounded by 26th Str~et,
Santa Mon~ca Boulevard, Yafe Street and Colorada Avenue 1n r~sponse to th~s
direct~an, the accompany~ng ard~nanee has been prepared and is presented ta the City
Counc~l for rts considera#ton
Discussion
The accompanying ord+nance adds Sect+on 3 OS ~70 ta the Santa Manica Munfcipal

Santa Man~ca Baulevard, Yale Street and Co~orada Awet~ue
Initrafly, only Princeton Street between Braadway and Colorado qualifies for the posting

During the public hearing for the conceptual approval of this proposed zone, a few
res~dents requested the t~me l~mit be expanc~ed beyond the recommended hours of 8 QO

Staff conducted a n~ghtt~me park~ng survey of Pr~nceton Street hetween 5 QO p,m and
midnrght The sur~ey show~d that tFte F~ourly pariung occupancy at 5 00 p m and 6 00
p m was 72% and 74°!8 respect~vely, between 7 Q~ p m and 1 a ~0 p m it was 67°fo,
and from 10 00 p m to midr~~ght it was 63% Staff has determined that expandang the
propo~ed hours w~11 not have any s~gn~f~cant impact, and recommends the hours for th~s
proposed zone be extended to midnight Therefore, parking in Zone !I wFll be
proh~hited between the ha~rs a# 8 4D a m and m~dr~igk~t, da~ly, exce}~t by perm~t All

CITY OF SANTA MONICA ADDING SECTION 3 08 470
TO THE SANTA MONICA MUNICIPAL CODE TO
ESTABLISH PREFERENTIAL PARKING ZONE I~
WHEREAS, the Parking and Traffic Engineer has received a petition requestrng
establ~shment of a preferential park~ng zone in the area bounded by 26th Street, Santa
Monica Boule~ard, Yafe Street and Colorado A~enue, and
WHEREAS, the petit~on has been verified to be signed by residents h~mg m
twa-thirds of the dwefl~ng units comprising not less thar~ fifty perce~t (~a%) of the
de~eloped frontage of the proposed preferentia! park~ng zone, and
WHEREAS, the Parking and Traffic Engineer has undertaken such s#udies and
surveys deemed necessary ta determ~ne whether a preferential parking zone shaulcf be
designated in the area, and
WHEREAS, the City Councd ~s satisfied that the proposed area rneets the
designat~on crit~ria set forth in MuR~cipal Code Section 3 08 040,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY DF SANTA MONICA
DOES ORDAIN AS FOLLOWS

SECTIQN '~ Section 3 08 470 is added to the Santa Monica Municipal Code to
read as follows
Section 3 ~8 470 Preferent~al Parkina Zorte II
(a) The followmg named and described area within
the City shall constitute Preferentral Parking Zone II the area
bounded by 26th Street, Sar~ta Mornca Boufevard, Yale S#reet
and Colorado A~enue
(b} No vehicle shall be parked or stopped ad~acent
to any curb m Preferential Park~ng Zane II ~etween the hours
of $ 00 a m and m~dnight, dady, without a permEt issued and
displayed in accordance w~th this Chapter
(c) Any ~ehicle parked or stopped withaut a permit
when required by this Section may be remo~ed fram the street
by any police officer
(d) The annual fee for each permit issued for
Preferential Parking Zone II shall be $15 04 per permit, ar such
other fee as may be established from time to time by resolutio~
of the C~#y Council
SECTION 2 Any pro~ision of the Santa Monica Mun~cipal Code or appendices
thereto inconsistent wa~h the pro~is~ons of this Ordmance, to the extent of such

~nconsistencies and no further, are here~y repealed or modified to that e~ctent necessary
to affect the provisions of th~s 4rdmance
SECTION 3 If any se~ttior~, subsect~an, sentence, clause, or p4~~ase of this
Ordinance is for any reason held to be invalid or uncanstitutional by a decision of any court
of any competent ~urisd~ction, such decisian shall not affect the valydity of the remaining
portions of thfs Ordinance The C~ty Gounc~l hereby declares that it would ha~e passed this
Qrdinance, and each and every sect~on, subsect~an, sentence, clause, ar phrase no#
