July 3, 1998 DISCUSSION City Council approval IS required for the use of fireworks In local events SMC proposes to hold the "Celebrate America" concert program on Friday. July 3, 1998. In the College Stadium from 5 00 p m to 9 30 P m The celebratIon Will end With a fireworks display beginning at 9 00 P m ThiS Will be the 16th year that the event has been held at SMC The City has approved the display and proVided financIal support for the celebration for the past SIX years The City's Event Management Team has reviewed the details of the event and has given SMC conceptual approval to conduct the event contingent upon City Council's approval of the fireworks As In the past. a Santa Monica Fire Safety Officer Will be on site for the duration of the fireworks display Campus Police Will handle parkmg and traffiC control and Will direct traffic to eXit on PICO Boulevard rather than on reSidential streets Campus Police Will also mOnitor the gates to ensure that no alcohol or fireworks are brought Into the stadium MAR 2 4 1998 CoG BUDGET/FINANCIAL IMPACT The City'S Cultural Affairs DIvIsion has budgeted $10,000 In account01-40Q-560-00000-6655- 00000 (Community Festivals) to support the event Santa MOnica College Will bear all other event costs and Campus Police Will provide all secunty and traffic control RECOMMENDATIONS Staff recommends that City CounCil approve Santa Monica College's request to Include fireworks In their 16th annual "Celebrate Amenca" concert program Prepared by Barbara Stinchfield, CCS Director Carole A Curtin, Event FaCIlities Manager Tnnle Garcia-Valdez, Community Events LIaison Department of Community and Cultural Services Rev 3/9/98
