SR-6-D (23) Ctntff'a.of* 6qL// CC5 lPD F \EPWM\ADMIN\WPDOCS\STAFFRPT\ASC-CNTR WPD MAR 0 3 !198 Council Meeting March 3, 1998 Santa MOnica, California TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute a Professional ServIces Contract with Larry Brunn, Automated Sldeloader Consultant INTRODUCTION This report recommends that the City Council authonze the City Manager to negotiate and execute a professional services contract with Larry Brunn, Automated Sldeloader Consultant (ASC), In an amount not to exceed $52,500 to complete preparation for use of new automated srdeload solid waste collection vehIcles BACKGROUND The approved Fiscal Year 1996-97 budget provided funding for 11 new compressed natural gas refuse collection vehicles Three of these vehicles are configured to collect metal bins used to service commercial accounts, multi-family dwellings and the recycling zones The other eight vehicles are fully automated collection vehicles configured to collect 60, 95, and 300 gallon refuse and recycling containers with the dnver operating a mechanical arm from InSide the cab to 11ft and dump the containers After 14 months of production, the first two automated vehicles have arnved and the 1 (Pf) MAR 0 3 IJ98 others are expected to be delrvered by the end of March DISCUSSION To prepare for the transItion to a fully automated collection system. the Solid Waste DIvIsion of the EPWM Department enlisted the professional services of ASC Mr Brunn assisted with development of vehicle specIfications, monitored specification compliance dUring vehicle production. reviewed eXisting collection routes, analyzed tonnage, performed container counts, and developed traIning routes and maps for drivers This phase of the work was completed by purchase order for $45,000 The Implementation stage of the automated collectIon program IS about to begm and additional expert assistance IS required Ten dnvers, three supervisors and the superintendent must be tramed In the operation of the equipment Additionally, fleet maintenance crews must be trained on how to trouble shoot mechanical problems with the new vehicles and set up preventIve maintenance schedules for the new equipment Based on collection data and the review of eXisting routes, new refuse and yard waste collectIon routes must be developed for smgle-fam.ly customers, and new collectIon routes Implemented after the drivers gam experience on tramlng routes The additional services to be performed by ASe are to be completed by June 30, 1998 ASe has assisted the Cities of Beverly Hills, Long Beach, and Pasadena with training and Implementation of their automated collection routes ASe has over 10 years of 2 - ------- expenence working with automated collection equipment and routes By networking with other municipalities staff has determined that consulting services for automated collection routing IS a specIalty service that IS provided only by ASC Budget!Fln~nclallmDact Funds are avaIlable In account number 27-500-442-00000-5507-00000 In an amount of $52,500 for thIs purpose Recommendation It IS recommended that the CIty Council authorize the City Manager to negotiate and execute a profeSSional services contract with ASC, tn an amount not to exceed $52,500 Prepared by Craig Perkins, Director, Environmental & Public Work Joseph Delaney, Solid Waste OperatIons Manager 3
