SUBJECT Recommendation for Council to establish cntena for donating obsolete
CIty computer equipment
INTRODUCTION
ThiS report recommends that the City CouncIl authonze the City Manager to donate
used City computer equipment to public schools, other government agencies proViding
service to the community and to CIty funded non-profit organizations
BACKGROUND
The CIty'S Computer EqUipment Replacement Program was estabhshed In FY1997J98
ThIS program sets a standard for staff desktop computers and proVides funding for
scheduled replacements Currently, computer equipment being replaced IS sold at
auction per the requirements of Santa MOnica Municipal Code 92 24090 (b}(1)
AuctIon Yields $50 to $100 per pallet of computer equIpment With unspecified value per
deVice ThiS IS approximately the scrap value of the equipment A survey of used
computer eqUipment pncmg indicates the market value of a typIcal surplus City
computer IS $50 to $100 The value of a used pnnter IS negligible

The CIty currently has 161 PC's and 36 pnnters scheduled for auction and computer
equipment stock from Neighborhood Support Center (NSC) operations IS also available
DISCUSSION
Development of the Telecommunications Master Plan and related City projects has
revealed an Increasing need for computer hardware within the broader Santa Monica
community Hardware deemed obsolete for City staff use IS often sUitable to meet thiS
need. and could provide a significant Increase of capability to local agenCies
The City Council could authonze the City Manager to provide used computer equipment
to public schools, other government agencies that provide service to the community
and to City-funded non-profit organizations Santa MOnica non-profit organizations
which do not receive City funding would also be conSidered based on availability of
computers The Human Services DIVISion of the Commumty and Cultural Services
Department Will develop and administer an application process usmg the cnterla below
to dlstnbute the equipment Priority conSideration Will be given to applicants that
successfully demonstrate that the equipment
. Will Improve capacity to mOnitor service delivery and measure program
outcomes,
. Will Improve administrative capacity to ellmmate duplication of services,
. Will be for the direct use of children, teens, seniors, persons With
disabilities, lOW-income persons, mcludlng homeless people, or other
program participants In Santa MOnica,
. Will strengthen capacity of schools to Improve academiC outcomes for
youth,
. Will assist organizations In meetmg goals for commumty Involvement
Apphcants that propose to provide the equipment for direct chent use must clearly
demonstrate that equipment will be physically accessible to chents dunng regularly
scheduled program hours Other cntena will be developed as needed to ensure
eqUitable dlstnbutlon of these resources
BUDGET/FINANCIAL
Providing computers and printers to community service orgamzatlons Will result In a
cost to the City of $500 - $2,600 per year In unrealized auction revenue
RECOMMENDA liON
Staff recommends that the City Council find that It IS not In the pubhc Interest to auction
the obsolete computer equipment and authorize City staff to dispose of obsolete
computer equipment accordmg to the cntena presented above
