SUBJECT Recommendation to authorize the City Manager to negotiate and execute a
contract with Management and Consulting Technology for professional
consulting servIces for ImplementatIon of the City's new human resources
and payroll computer system
INTRODUCTION
This report recommends that the City Council authorize the City Manager to negotiate and
execute a contract with Management and Consulting Technology for professional
consulting services for Implementation of the City's new human resources and payroll
computer system
DISCUSSION
The City purchased a new human resources and payroll computer system from PeopleSoft
In 1996 The system utilizes the latest client/server computing technology and will make
full use of the City's InformatIon mfrastructureto Improve efficiency m personnel and payroll
operations It was thought that eXlstmg staff resources could complete the Implementation
of the system, but this has not proved to be a successful model Staff has not been able
to dedIcate time to thiS project on a full-time basIs and cannot be exclusively dedicated to
thiS project Because ImplementatIon of thiS system requires considerable effort and the
system should be Implemented by July 1998, thiS project requIres the services of experts
who specialize In the vendor's software ThiS IS the vendor's recommended approach to
installing thiS product, and the method employed by other CIties ii-I!

Staff have Interviewed and received proposals from several consulting firms Based on
their experience with this product and their technical qualifications, Management and
Consulting Technology IS the best qualified to provide the services required They are able
to proVide qualified personnel to assist City Staff with the software and database
customlzatlon and modifications that are needed to adapt the software to the City's needs
They are familiar wIth our business reqUirements and have proposed the services we
require

The cost of these services Will be $360,000 Funds are available In 01-710-223-20096-
8900-99501
RECOMMENDATION
It IS recommended that Council authorize the City Manager to negotIate and execute a
contract with Managementand Consulting Technologyforprofesslonal consulting services
not to exceed $360,000
