SUBJECT Recommendation to Authorize the City Manager to Amend the Contract with
Chnstopher A Joseph & Associates to Complete the Preparation of the
Environmental Impact Report for the Open Space Element
INTRODUCTION
This report recommends that the City CounCil authonze the City Manager to negotiate and
execute a contract amendment In the amount of $37,09500 with Christopher A Joseph
& Associates to complete the Environmental Impact Report (EIR) for the Open Space
Element This Increase will bnng the total contract amount to $91,875 for the preparation
of the EIR for the Open Space ElemenUParks and Recreation Master Plan This amount
Includes $8,500 In contingency funds
BACKGROUND
In September, 1997 after a competitive bidding process, the City CounCil authorized the
City Manager to negotiate and execute a contract with Christopher A Joseph to prepare
the EIR for the Open Space ElemenVParks and Recreation Master Plan The analysIs of
the environmental Impacts of the Municipal Pool at Santa MOnica College. then anticipated
to be replaced on ItS current Site, was Included In the contract for the Open Space
ElemenVParks and Recreation Master Plan Subsequently, Santa Monica College

proposed an alternative location on the campus adjacent to 16th Street When the City
Council reviewed the site alternatives for the replacement of the Municipal Pool In
November, 1997, the Council deSignated the 16th Street site as the preferred site, with the
current site as the project alternative The Council also determined that the environmental
analysIs for the pool should Include a greater level of detail than could be accomplished
as part of the Open Space/Parks and Recreation Master Plan EIR Specifically, Council
directed that the project and project alternative both be studIed at the same level of detail
The Increased work for the MunIcipal Pool costing approximately $37,000 now
necessitates an amendment to Chnstopher A Joseph's contract to complete the remaining
environmental work for the entire Open Space Element/Parks and Recreation Master Plan
BUDGET/FINANCIAL IMPACT
Funds for the anginal contract amount for the EIR are available In the follOWing accounts
01-800-266-00000-5506-00000 ($35,000) and 01-210-266-00000-5506-00000 ($19,780)
The additional contract amount of $37,095 IS available In account 19-740-511-20098-
8900-99664
