SR-6-K (19) (PI< PURCH PW BR af f \flnance\purch\strfrpts\srbd2671 FZS 1 0 19:8 Council Meeting February 10, 1998 Santa MOnica, Callforma TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Award Bid to Furnish and Deliver One (1) New Four- Wheel Dnve Vehicle, Bid # 2671 Introduction This report recommends award of bId to furnish and deliver one (1) new gasoline-powered four-wheel dnve vehicle for the Fire and Suppression DIvIsion, Fire Department, In the total amount of $37,671 00, Including applicable sales tax Background In response to published Notices Inviting Bids (published December 8 and 9, 1997) to furnish and deliver one (1) new four-wheel dnve vehicle In accordance with City specifications, bids were received and publicly opened and read on January 8, 1998 Proposal forms were mailed to twenty-nme (29) vendors and notices were advertised In accordance with City Charter and Municipal Code provIsions Three (3) proposals were received as follows Vendor Total Amount (Includmg Sales Tax) Bob Beaty Ford $36,14300 Parad Ise Chevrolet $37,671 00 Wondnes Chevrolet $40,048 17 - 1 - &K F:;S 1 0 19:8 This unit will replace an eXisting 1986 Chevrolet Suburban, and will be used by Fire Department Suppression DIvIsion staff to direct ground operations and to respond to emergency situations The vehicle will be equipped with radios, reference matenals, a command desk/module that Will provide a workmg area, and other equipment necessary to direct emergency operations A four-wheel drive vehicle IS necessary In the event personnel IS requIred to traverse unpaved roadways when responding to mutual aid calls The purchase of this gasoline-powered vehicle IS consistent with the City's reduced emiSSion fuel polley There IS no California Air Resources Board (CARB) approved conversion kit available for this vehicle at this time and there IS no estimate of when a CARB approved conversion kIt Will be available to convert the vehicle to compressed natural gas ThiS vehicle Will be used as a command post and requires as much interior space as pOSSible City speCifications require a vehicle comparable to the size of a Chevrolet Suburban The low bid submitted by Bob Beaty Ford IS non-responsive They bid a Ford Expedition which does not have enough useable Interior space for command post vehicle purposes Staff has evaluated the bid submitted by Paradise Chevrolet and finds that It meets CIty speCification s - 2- I BudaetlFlnanclal Imoact - - Fiscal Year 1997/98 appropriation authonty for this purchase IS In the Capital Improvement Budget, account number 01-730-313-20098-8900-99480, "FIre Department Emergency Response Apparatus Replacement Program" Recommendation It IS recommended that Council reject the bid submitted by Bob Beaty Ford and that award of BId #2671 be made to Paradise Chevrolet In the total amount of $37,671 00, Including applicable sales tax, as the most responsIble bIdder Prepared By Pam Wortham, PurchaSing Agent Brenda Reed, Buyer - 3 - - -- ---- -- - - -- - -- --
