SUBJECT Recommendation to Approve Resolution Setting Fees Necessary to
Administer a Pilot Program for Pedicabs
INTRODUCTION
This report recommends that the City Council approve the attached resolution to set certain
fees necessary to administer a pilot program for pedicabs
BACKGROUND
On January 20,1997, the City CounCil held a public hearing and Introduced for first reading
an Ordinance to allow the City Manager to approve a one-year pilot program for pedicabs,
exempting them from certain rules and regulations for taXicabs The second reading of this
ordinance occurred on January 27, 1998 The attached resolutIon (Attachment A) has been
prepared to set the fees necessary to administer the pilot program as anticipated
DISCUSSION
Pedicab owners must register each pedicab for a period of up to one year ending on
June 30 each year, and must obtain a decal to be affixed to the pedicab providing
eVidence of such registration Potential pedicab drivers must be fingerprinted and obtain

a Pedicab Dnver's PermlVPhoto Badge once their applicatIon IS approved, a process
expected to take up to two weeks The proposed fees are $10 for each pedIcab
registration and decal, $10 for each Pedicab Driver's Permit/Photo Badge, $10 for each
replacement of a lost or stolen Pedicab Driver's Permit/Photo Badge, and $50 for
flngerpnntmg These charges are similar to charge currently levied for similar services,
permits and decals provided by the City
Pedicab bUSinesses operating under the pilot program will be claSSified under Tax Rate
Group III business classifications as speCified In S M M C 6 08 150
BUDGET/FINANCIAL IMPACT
Mlmmal revenues will be generated by the proposed fees and permits, estimated not to
exceed $800 00
RECOMMENDATIONS
It IS recommended that the City CounCil approve the attached resolution to set certain
fees necessary to administer a pilot program for pedicabs

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA SETTmG FEES FOR PEDICAB
REGISTRATION, PEDICAB DRIVER FINGERPRINTG'G,
AND PEDICAB DRIVER PElU.lIT
WHEREAS, It IS the policy of the City of Santa MonIca to charge for the fully
allowable costs of services provided by City Staff when such services benefit IndivIdual
users rather than members of the community as a whole, and
WHEREAS, the City CounCil directed City Staff to Implement a one-year pedicab
pilot program beginning April 1. 1998, which Involves the proVIsion of decals to register
each pedIcab, the provISIon of pedlcab driver permlt/photo badges, the fmgerpnntlng of
each pedicab driver, and the InclUSIon of pedicab businesses under the Tax Rate Group
III business classification (Santa Monica Municipal Code 6 08 150), and
WHEREAS, the Business License DIVISion and the Police Department will be
administering the pedicab pilot program by ISSUing the required driver permits. busIness
licenses, and decals,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS

SECTION 1 Fee rates are set as follows
Registration and Decal for each pedIcab $10 00 for a penod of up to one year and
explnng on June 30 of each year
Pedicab Dnver Permit/Photo Badge $1000 for a penod of up to one year and
explnng on June 30 of each year
Flngerpnnt Fee for each Pedicab Dnver $5000 (one-tIme fee If photo badge IS
renewed each consecutIve year)
SECTION 2 The fee for replacement of lost or otherwise mIssing Pedicab Dnver
Permit/Photo Badges or pedicab decals shall be $10 00, and the replacement shall retain
the same eXpIration date as the permIt/photo badge or decal being replaced
SECTION 3 The Tax Rate Group Classification for pedicab businesses shall be
Tax Rate Group III. S M M C 608 150
SECTION 4 ThIS ResolutIon shall be effective from March 15. 1998 to the end of
the pedicab pilot program or until changed by subsequent resolution If the pedicab
program IS contmued beyond the antIcipated one-year penod
SECTION 5 The City Clerk shall certify to the adoptIon of thIS Resolution, and
thenceforth and thereafter the same shall be In full force and effect
