SUBJECT Recommendation to Extend the Baysaver Retrofit Program and AuthOrize
the City Manager to Negotiate and Execute a Contract With Honeywell
DMC for Services Related to the Baysaver Program
INTRODUCTION
This report recommends that City CounCil extend the Baysaver Retrofit Program and
authOrize the City Manager to negotiate and execute a contract With Honeywell DMC
for services related to the Baysaver Program for the penod July 1, 1997 to June 30,
1999
BACKGROUND
Through the Baysaver Retrofit Program, the City has achieved a permanent reduction
In water usage and wastewater of 1 9 million gallons per day (MGD), representing a 19
percent reduction In average dally wastewater flows and a 13 percent reduction In
Santa MOnica's total dally water demand It IS estimated that the permanent reduction
of sewage flow Will save the City approximately $9 5 million In aVOided purchases of
sewage treatment capacity from the City of Los Angeles by the year 2002 The
Baysaver Program IS funded through water demand mitigation fees paId by new
development and subSidies proVided by the Metropolitan Water Dlstnct of Southern
California

DISCUSSION
On June 25, 1996, Council approved extending the Baysaver Retrofit Program beyond
Its onglnal 50 percent reSidential retrofit goal (38,400 tOilets and low-flow showerheads)
to provide ratepayers with a means of offsetting the higher cost of purchaSing Imported
water from the MetropolItan Water District as a result of groundwater contamination at
the City's wells By replacing water-wasting plumbing fixtures with ultra low flush (1 6
gallon per flush) tOilets and low-flow showerheads, ratepayers can reduce theIr water
and wastewater charges, the utility user tax, and the MTBE surcharge placed on the
water commodity rate ReSidential ratepayers also eliminate the monthly Baysaver
Fee Since the extension of the program In June 1996, an additional 2,500 fixtures
have been replaced Participation In the nonresidential Baysaver Program continues to
be slower than anticipated despite Increased rebates for flushometer valve toilets and
targeted marketing efforts The City IS approximately 1500 retrofIts from achieVing Its
25 percent (4,000 tOilets) goal
For the foreseeable future, the City WIll continue purchaSing most of Its water supply
from the Metropolitan Water Dlstnct Staff recommends that the City extend the
Baysaver Retrofit Program through FY 1998-99 to provide ratepayers with a
permanent means of redUCing their utility costs Honeywell DMC has proVided
administration and Inspection services for the Baysaver Program since ItS inception In
December, 1989 Staff IS very satisfied with the services provided by DMC and It IS
unlIkely that a financial or programmatic benefit would be realized from engaging In a
new Request for Proposal selection process Honeywell DMC Will continue to provide

administrative, Inspection, and rebate processing services for the City at a $30 per
retrofit rate It IS antIcipated that a maximum of 3,000 residential and commercial toilets
will be retrofitted dunng the contract penod from July 1, 1997 to June 30, 1999 for a
total contract payment of $90,000 Expenditures dunng FY 1997-98 are estimated at
$45,000
BUDGET/FISCAL IMPACT
There are sufficient funds available In EnVironmental Programs DIvISion Account
Number 31-500-662-00000-4439-00000 to pay for contract renewal dUring FY 1997-98
The contract commitment for FY 1998-99 IS contingent on the Council making the
necessary appropnatlon In the FY 1998-99 budget
RECOMMENDATIONS
Staff recommends that City Council extend the Saysaver Retrofit Program and
authonze the City Manager to negotiate and execute a contract WIth Honeywell DMC
for services related to the Saysaver Program not to exceed $90,000 for the penod July
1, 1997 to June 30, 1999
