SR-6-F (26) (Pf CM 8M f \cmgr\stfrpts\areacode wpd F:::e t 0 ~8 Council Meeting February 10, 1998 Santa Monica, Callforma TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Jom Westslde Cities In Urging Retention of the 310 Area Code and Advocate for Separate Area Codes for Mobile Commumcatlons Equipment and Related Technologies Introduction This report recommends that the City Council endorse the action of the Westslde Cities urging the Callforma Public Utilities Commission to retain the 310 area code which the cities share and to advocate for overturn of the FCC ruling agamst separate area codes for mobile telecommunications technologies Background The explOSion of telecommunications technologies and their early adoption by busmess and IndiVidual consumers In the Los Angeles area has led to near-exhaustion of available telephone numbers Within the 310 area code The technologies Include but are not limited to pomt of sale commUnications equipment, fax. cellular telephones and pagers This proliferation of telecommUnications equipment IS a nationwide phenomenon and the Federal Commumcatlons Commission has ruled that an area code IS applicable to the full variety of technologies available 1 ~F F~B 1 0 19:9 The California Public Utilities Commission will soon decide how to divide the region Into additional area codes or, alternatively, whether to adopt an "overlay" The overlay would postpone for some penod the necessity of Imposing one or more additional area codes In the region but would require that consumers dial an additional number, one (1), before local telephone numbers City staff have evaluated the range of options under diSCUSSion and feel that alternative 5A IS the best plan for the CIty With alternative 1A (the option preferred by Culver City) as the second best plan for Santa MOnica Maps Indlcatmg the Impact of those options are attached to thiS report Bnefly, both alternatives retain the 310 area code In the City and for most of the westslde region AlternatIve 5A has the longest projected life of the wo alternatives, but excludes a small portion of Culver City Alternative 1A Includes the small portion of Culver City omItted In alternative 5A, but has a shorter prOjected life On Wednesday, January 21, 1998, representatives of the Westslde CIties met and discussed the Issue Mayor Pro Tem O'Connor and Councllmember Genser, Santa MOnlca's Westslde Cities representatives, and Councllmember Feinstein were In attendance A recommendation was formulated to urge retention of the 310 area code for all of the cities In addition, the representatives felt It appropnate to advocate that the FCC deCISion to require the same area code for all technologies be reversed Reversal of that rulmg would faCIlitate long-term retention of the same area code for conventional telephones and assignment of new area codes to cellular telephones, pagers, etc 2 Budget/flnanclallmpact Retention of the same area code has broad financial benefit There IS no budget Impact from support of the Wests Ide Cities' position Recommendation It IS recommended that the City Council JOin the Westslde Cities In urging the PUC to retaIn the 310 area code and advocate for separate area codes for mobIle telecommunications and related technologies Prepared by Jory Wolf, Information Systems Manager Susan McCarthy, Assistant City Manager Attachments Area Code Options Alternative #5A AlternatIve #1 A Correspondence from the Westslde CIties " j -- --------- N;:: -e !! tit :. ~ ~~ - - tII- 8 ....e: .. 1111 ft. ~ - - ... = '" ~ ~~:!=8 ~ .. !I~ I:.l -< :t o 8< Z I:.l U'l ...
