SUBJECT Authorization for the City Manager to Negotiate and Execute an
Agreement with RyderlA TE Inc to Undertake a Llne-By-Llne AnalysIs of
Transit Service
Introduction
This report requests that the City Council authorize the City Manager to negotIate and
execute an agreement with Ryder/ATE Inc for a Ime-by-IIne analysIs of transit service
This project IS undertaken by Santa MOnica's Big Blue Bus (BBB) every three years to
obtam data required for the development of the triennial Short Range Transit Plan
(SRTP) which IS required m order to remam eligible for federal and state fundmg
Background
The MUnicipal Bus Lines IS currently required to submit a complete SRTP every three
years Updates of selected mformatlon are required annually In the interim years The
Los Angeles County Metropolitan Transportation Authority (MTA), the Southern
Callforma Association of Governments (SCAG), and the Federal TranSit Admmlstratlon
(FT A) require that the trlenmal SRTP contam a hne-by-hne analysIs of transit service.
The analysIs mcludes an on/off passenger count for every trip on every route, a transfer
count by route and an on-board passenger survey on all routes to collect type of fare

paid, origin and destination, and demographic data. The IIne-by-hne analysIs will be
completed In July 1998 and Will be used In the development of future SRTP's Also. the
data Will help Identify transfer patterns In the downtown area which can be applied to
the development of the downtown transit mall
The MUnicipal Bus Lines sent Request For Proposals (RFP's) to 61 consulting firms
specializing In transit planning and operational analysIs The four firms to submit
proposals were Ryder/ATE Inc. (Ryder), Mobility Advancement Group, Nelson/Nygaard
Consultmg Associates and Transportation Management & Design The proposals were
evaluated by staff based on the followmg criteria 1) understanding of project
requirements, 2) responsiveness and thoroughness of proposals. 3) experrence of the
fIrm and personnel, and 4) past performance In conducting similar projects
After reviewing the proposals, staff recommends the selection of Ryder to provide the
transit planning seNlce Ryder's scope of work and past performance were superror to
those of their competitors The strength of Ryder's scope of work was In their
passenger countmg process which IS automated and thorough The automated process
ensures the highest level of data accuracy Ryder's proposal Included the highest
amount of survey hours which Will assure a better assessment Finally, Ryder's
personnel has extensive experrence with SImilar operational analyzes of fixed route
transit systems The project lead's transportatIon planning expenence far exceeds any
of the other proposers' prrmary managers. Past expenence has shown that the firm

produces high quality work on time and on budget

The Ryder/ATE Inc proposal for thiS project IS $99,929. Transportation Development
Act funds have been programmed for thiS project. Budgetary authorization for thiS
expenditure IS contained m Transportation Account Number 41-600-659-11601-5506-
25328
Recommendation
It IS recommended that the City Council authonze the City Manager to negotiate and
execute an agreement In the amount of $99,929 with Ryder/ATE Inc to prepare a Lme-
