Ford Crown VIctoria Vehicles, Bid #2667 and Notify Council of an Exception

I ntrod uctlon
ThiS report recommends award of bid to furnish and deliver twenty new and unused 1998
Ford Crown Vlctona Sedans Of the vehicles to be purchased, fifteen Will be used as
pohce patrol vehicles ($326,325 04), three Will be used as detective vehicles ($66,76097)
and two blfuel vehicles Will be used by the Fire Department ($55,421 84) These awards
require notification of an exception to Council poliCY (Resolution No 8966-eCS) regarding
conducting busmess with firms dOIng busmess In or with Burma
Backaround
Ford IS currently the only manufacturer of a full-Sized Pohce packaged car on the market
since General Motors dlscontmued the Chevrolet Capnce A full-Sized vehicle IS
necessary to accommodate computer and equipment control consoles used m City patrol
vehicles Additionally, the City's current fleet of patrol vehicles IS exclUSIvely Ford Crown
Vlctonas For ease of mamtenance and staff tramlng, It IS recommended that future
purchases be consIstent and compatible With equipment already In use

Even after the fifteen patrol vehicles are recycled to become detective vehicles, there IS a
need for three more detective vehicles These detective vehicles are equipped with red
lights, sIren and on-board computer equipment so that these vehicles could be used for
patrol functions In the case of an emergency Based on this need, the Crown Victoria IS
the only vehicle that has the necessary patrol car features and a console large enough to
fit the computer and equipment controls
The Fire Department vehicles will replace two older vehicles which are scheduled for
replacement under the vehicle management program These vehicles will be used for
emergency response and must be blfuel (CNG/gasohne) because these vehicles may
travel outside of the range of a CNG fueling station, depending on the location of an
emergency Ford and the Crown Victoria model, In particular, IS the only vehicle with
manufacturer-Installed blfuel capability The purchase of these blfuel (CNG/gasolme)
powered vehicles IS consistent with the City's reduced emission fuel polIcy
In response to published Notices Inviting Bids (published November 11 and 12, 1997) In
accordance with City specifications, bids were received and publicly opened and read on
November 24, 1997 Proposal forms were mailed to twenty~four vendors, and notices
were advertised In accordance with City Charter and MUnicipal Code provIsions. Seven
proposals were received as follows

Policy for the City of Santa Monica Prohibiting Contracts for Personal Services and
Purchase of Commodities from Companies DOing Business In or With Myanmar (Burma)"

This polley allows the City Manager to approve an exception when It IS In the Interest of
public health, safety or welfare and the servIce or commodity cannot be reasonably
obtained from any other source The City Manager has approved thiS purchase as an
exception to Resolution No 8966 (CCS)
The purchase of these gasoline powered vehicles IS consistent With the City's reduced
emiSSion polley These vehicles will be used for emergency response
Staff has evaluated the low bids submitted by Downtown Ford Sales, Don Kott Ford and
Bob Wondnes Ford and finds that they meet City speCifications

Recommendation
It IS recommended that the award of Bid #2667 be made to Downtown Ford Sales (police
patrol vehicles) In the total amount of $326,325 04, Don Kolt Ford (detective vehicles) In
the total amount of $66,76097, and Bob Wondnes Ford (fire vehicles) In the total amount
of $55,421 84, Includmg applicable sales tax, as the lowest responsible bidders
