SUBJECT Recommendation to authorize the City Manager to negotiate and execute a
contract with Sigma Data Systems Incorporated for an applicant tracking and
management system
INTRODUCTION
This report recommends that the City Council authonze the City Manager to negotIate and
execute a contract wIth Sigma Data Systems Incorporated for an automated applicant
trackIng and management system ThIs system will replace the cIty's current automated
applicant tracking and management system
BACKGROUND
The city's current applicant tracking and management system IS outdated The system IS
12 years old and requires slgmficant reprogramming to operate after December 31, 1999
This system IS difficult to maintain because of the outdated programming languages and
file structures that It uses
DISCUSSION
The Personnel Department and Information Systems evaluated several vendors and their
products Sigma Data Systems, Inc was selected as the vendor WIth the system that best
meets the city's needs Sigma Data Systems, Inc IS a leading provider of applicant tracking
and management systems With a program specIfIcally designed and developed by public

sector professionals with a total focus on the public sector Over 200 public sector
agencies currently use the product
Sigma will deliver and Install the software for the system They will configure the system
with test data and demonstrate Its operation Training of city staff will be provided by
Sigma Sigma will assist city staff m the configuration of the software to meet the city's
applicant tracking and management processing and record keeping requirements They
Will consult With City staff regarding the conversion of our eXlstmg data to the new system
They Will assist In the testing of the system With the city's applicant data The new system
Will be operational by June 1998
BUDGET/FINANCIAL IMPACT
The cost of the system IS $26,871 00 which IS budgeted at account
#01-710-223-20096-8900-99501
RECOMMENDATION
It IS recommended that Council authOrize the City Manager to negotiate and execute a
contract With Sigma Data Systems, Inc for the purchase of an automated selection
management system for $26,871 00
