SUBJECT Recommendation to authorize City Manager to execute an Agreement with
GTE Public Access and MCl Communications to proVide public telephone
service at public facIlities
INTRODUCTION
ThiS report recommends that City Council authorize the City Manager to execute an
agreement wIth GTE Public Access and Me! Communlcatlons for public telephone servIce
at public facIlities under the State Master Agreement
DISCUSSION
The City currently supports 160 payphones In various locations on City property The
payphones are located at various pubhc meeting places as well as City parks and parking
structures and lots for emergency communications The City entered mto an agreement
for a 3 year term wIth GTE to proVide local service and AT&T to proVide long distance
service at these public facilities Both companies pay a commission to the City which
totaled $104,000 In Fiscal Year 1996/7 According to Santa MOnica MUniCipal Code section
2 24 080 (2) the competitive bidding procedure IS not applicable If a competitive bidding
procedure has been used by a Federal, state or county agency In thiS case, the State of
California conducted a competitive process to select GTE and Mel Communications and
entered mto an agreement that allows the City to enter Into a Similar agreement The

commiSSIon paId to the CIty will exceed the current commISSIon by about 15 percent The
agreement will be valid until June of 1999
BUDGET/FINANCIAL IMPACT
The annual Increase m commiSSion In revenue account number 01-110-223-00000-0112-
10000 IS estimated to be $15,600 No costs to the City are anticipated
RECOMMENDATION
Staff recommends that the CIty CouncIl authorize the City Manager to execute an
agreement for the public telephone services from GTE and MCI under the State Master
Agreement
