SR-6-E (25) IhnMlubniM1T1v ~ 6E -#= 6b(rJ Cc5 EPWM CP AA tJ s \sp 1320\deslgn\cc1320d 1 wpd JAN '3 1998 CouncIl Meeting January 13, 1998 Santa MOnica, California TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute an Amendment to the Professional Services Contract With CH2M Hill for the Design of a Dry Weather Runoff Reclamation FacIlity for the Pier and PICO- Kenter Storm Drams In an Amount Not to Exceed $250,000 Introduction This report recommends that the City Council authorIZe the City Manager to negotiate and execute an amendment to the professional services contract with CH2M HIli for consultmg services to design a dry weather runoff reclamation faCIlity for the Pier and Plco-Kenter storm drams The negotiated fees for thIs amendment to the contract shall not exceed two hundred fifty thousand dollars ($250,000) Background Since 1987, the City has conducted several feasibility studies about constructing a faCIlity for the treatment of low flows from the Plco-Kenter and Santa MOnica Pier storm drams Dry weather runoff caused by Jrngatlon, spIlls, and washmg down of paved areas carnes WIth It sufflcrent run-off pollutIon (011 and grease, heavy metals, pathogens) to warrant the InstallatIon of a temporary bypass from the Plco-Kenter and Santa MOnica PIer storm drains to the sanItary sewer Imes In cooperation With the City of Los Angeles, a temporary 1 6E , JAM 1 3 1998 bypass from the Plco-Kenter storm drain was Installed In 1992 The installation of a temporary bypass system for the Pier storm drain was mstalled last year These temporary dIverSIons reduce pollutIon entering the ocean The pnmary function of the proposed faCIlity will be to treat and reuse the treated water from the Plco-Kenter and Santa MOnica Pier storm drainS for Irngatlon As a state-of-the- art faCIlity. It will proVide environmental, educatIOnal, and health benefits The treatment faCility will dISinfect the storm dram water so that It may be reused for vanous applications including Irrigation The proposed location for the faCIlity IS adjacent to the Moss Avenue Sewage Pumping Station located at AppIan Way and Moss Avenue Just south of the Pier Bndge The facility w!II mclude a VISItors' center and educatlonal exhIbIts to raIse awareness of runoff pollutIOn and present options by which this pollution can be reduced The high VISibility of the faCIlity underscores the Importance of Its aesthetiC charactenstlcs Therefore. an artist IS Included on the deSign team Through a request for qualifications and request for proposal process, a deSign team including CH2M HIli (an englneenng firm) and Richard Turner (an artist) was selected to deSIgn the faCIlity The total amount of the original deSIgn contract was $699,451 DIScussion Based on a prellmmary report by another consulting firm, the new treatment plant was to treat 300,000 gallons per day In runoff and reqUired a 9,500 foot long reclaimed water 2 Ime More recent mformatlon gamed from sensor meters on the pumps at the Plco-Kenter storm d ram temporary diversion has mdlcated that the flow through the storm drain IS approximately 500,000 gallons per day Therefore, a larger plant capacity and a longer dlstnbutlon plpelme are needed to handle the additional flows The reclaimed water users IdentifIed In the ongmal deSign scope were Santa MOnica High School, Woodlawn Cemetery, and Caltrans for vegetation along the Santa MOnica Freeway Due to the additIonal flow, more users ean be served Addltlonallaeatlons wIthIn the CIty Include landscapmg along the OlympiC Boulevard median, Memorial Park, the CIVIC Center, and Palisades Park Staff recommends increasing the scope of the deSign contract for a larger plant which could accommodate 500,000 gallons per day flow and a 15,000 foot reclaimed water distribution line A complete deSign IS necessary to adequately evaluate the entire cost of the project DISCUSSions are underway With the City of Los Angeles to achieve cost sharing for the faCIlity The City of Los Angeles generates 50% of the flow entering the Plco/Kenter stormdraln Once the balance of project fundmg IS secured, construction of the faCIlity may begin as early as the first part of 1999 With plant start-up anticipated to occur 12 months followmg the start of construction BudgetlFmanclallmpact FundIng reqUired for the additional scope of work IS estimated at $250,000 Funds in this amount are available In account number 34-760-661-20098-8900-99395 ... j RECOMMENDATION Staff recommends that the City Council 1 Authorize the City Manager to negotIate and execute an amendment to the professIonal services contract with CH2M Hillin an amount not to exceed $250.000 for the Increased design work for a dry weather runoff reclamatIon fa CIlrty, 2 Authorize the City EngIneer to Issue any necessary change orders to complete additional work In conformance with the AdmInistration Instructions on change orders Prepared by Craig Perkins, DIrector of EnVironmental & Public Works Management Anthony Antlch I PE, City EngIneer 4
