SUBJECT Recommendation to Authorize the ContInued Use of UCLA-Santa MOnica
Hospital and Janzen, Johnston and Rockwell, Incorporated for Emergency
Room Treatment of Prisoners
INTRODUCTION
ThiS report requests that the CIty CounCil authorize the continued use of UCLA-Santa
MOnica Hospital and Janzen. Johnston and Rockwell, Incorporated (JJ & R) medical group
to prOVide medical care to Jail prisoners
DISCUSSION
In-custody prrsoners booked Into the Santa Monrca Jail have a rrght to medIcal treatment
under certain circumstances In 1992, the City entered mto a contract with UCLA-Santa
MOnica Hospital (then known as Santa Monrcal Medical Center) to prOVide medical care
for In-custody pnsoners for a flat fee of $250 At the same time, the City contracted With
JJ & R to proVide consolidated blllmg services Prror to contractmg With UCLA-Santa
Momca Hospital and JJ & R, the cost of medical services for In-custody pnsoners was often
extraordinarily high because there was no per patient limit Additionally, City staff spent
excessive time processing and verifying separate bills sent by the hospital and each of the
services or speCialists Involved m the patient's treatment Services prOVided by UCLA-

Santa Monica Hospital have been satisfactory and the City wants to continue this
contractual relationship with UCLA-Santa MOnica Hospital and JJ & R
FISCAL IMPACT
The City spends about $150,000 per year to provide medical services to In-custody
pnsoners Funds have been budgeted and are available In 01-300-304-00000-5525-00000
No additional funds are needed
RECOMMENDATION
It IS recommended that the City Council authorize the continued use of UCLA-Santa
Monica HospItal and Janzen, Johnston and Rockwell, Incorporated (JJ & R)
