Proposed Text Changes Ml and M2 Districts
Resolut1on 6385 proposes 5 changes in the Ml and M2 Districts
as follows:
1. Eliminate office use in the Industrial Zones except
where the office 1S attached to and associated with
an industrial or manufacturing business.
2. Limit office space to 35% of the total floor area of
a structure and limit support facilities such as
plumbing and electrical installat10ns to those
appropriate for industrial uses so later conversion
to offices will require further city approval.
3. Permit residential and neighborhood commercial uses
only in conjunction with industrlal development on
parcels of 100,000 sq. ft. or more and only after
additional City Review.
4. Require Site ReVlew on sltes of 100,000 sq.ft. or more
and any development incorporat1ng on-site housing.
5. proh1bit the combination of parcels to produce a
building site of more than 25,000 sq. ft. except by
Conditional Use Permit.
In order to incorporate these changes into Section 9120 and 912]
governing uses and developNent in the ~1l and M2 Districts it is
reco~~ended that Sections 9l20Al and 9l2lAl be amended to include
items 1, 2 and 3 and two new sub-sections be added covering
S1te Review and combinat1on of parcels for each zone.
sections 9l20Al and 9121Al now read:
1. All uses permitted in the Comnercial Districts except retail

food or groceries, home furniture or furnishings,
residential uses, hotels and motels, boarding houses,
hospitals, sanitariums, convalescent and nursing homes.
Provided, however, that a manufacturer shall be permltted
to make retail sales of his product in connection with
and on the same premises as his manufacturing operation.
Provided, further, that the Zoning Administrator may
grant a use permit for hospitals, hotels and motels
in accordance with Sections 9146B, 9146C, and 9146D.
It is suggested these two sections be changed to read:
"1. All uses permitted in the commercial districts except
retail stores dealing in or-offerlng for sale men's or
women's wearing apparel, cosmetics or beauty supplies,
packaged food or groceries, home furniture or furnishlngs
and offices other than those attached to and associated
with an industrial or manufactur1ng business provided the
floor area of such office use does not exceed 35% of the
total floor area of the structure. Provided, however,
that manufacturers shall be permitted to make retail sales
of their products in connectlon with and on the same
premises as their manufacturing operations. Provided,
further, that residential uses may be permitted on sites
of 100,000 sq. ft. or more by issuance of a Condit~onal Use
Permit ln accordance with the provisions of Section 9148
of the Chapter and that hotels, motels, board1ng houses,
hospitals, sanitariums, convalescent hospitals, nursing
homes and the like may be permitted on any-sized site by
~ssuance of a Conditional Use Permit."
The two new sections in each district regulations would be
B6 and B7 reading:
6. Site Review. Any project or development involving a
buildlng site-of 100,000 sq.ft. or more in area or involving
residential uses shall be subject to the Site Review
Procedures as set forth in Sect~on 9111.
7. Combination of Building Sites. After the effective date
of thlS Section any comb~nation of two or more parcels under
separate or different ownershlp into a single building site
or holding~hqJ~_be subject to approval by the issuance of
a Conditional Uselpermit in accordance with the provisions
of Sectlon 9148. ~
