The Planning Department study, Car.~!ercial Pa~king in Resiaential Areas, exa~ines ~he co3nmercial and industriaZ use af residentially zoned pro~erty. While these propertzes are d~stri.bu-~ed throughout the citys _ where several co~aercial or ~ndustrial st~eets occur in seri,es, the patential ctunulative effect is dramatic. This ~s illustra~ed in the aarea be~ween Trlilshire and Calorada Bouleva~ds. The unique con~iguration of narth-sauth resi.aential stree~s cut at every b~ock hy an east-wes~ commercial or industria~ stree~, combined with the s~xbject parking provisions of the Zaning Ordiriance, could have serious implications ~or the continuation of thzs area as a residentiaZ d.~strict, one in which man~= of the more ~~der~tely priced rental housing opportuni-~ies are found. Usually carnmercial or industrial zanes extend ~5~ feet in~o the b~.ocks ~. from each end and the remaini.ng 300 feet ir~ ~he center af the block is xesiden~ial_ In most cases, all of this residentia~ ianci is presen~ly sub~ect by automatic right to canversion to business related parking. Use of this land ta support non-~esidentia~ aetivities wou'd st~11 b~ possihle with a condztional u~,e perm~t procEdure. Th~ proposed act~cn ~akPS no requirement for change zr exzsting uses. ~x~s~ing park~ng u~;e is requir~d for adjacen~ ' ` ~ ~ ~ 12 - n• comm~rcial and industrial activ~ties and it is considered~un~ike~y that any chang~ in existing ~axic~ ~se will occur as a resul~ of the praposed amendments. Most of the Zand under question is aZready residential~y devel.oped; i.t is no~ anticipated tha~ this actxor. wiil cause any intensification of residential development. R~sidential d~velopFnent standards will remain unchanged. New residential develQpmen~ in the areas a~£ected zs already within the al~.aw~d uses fo~ these dis-~ricts and it is cansidered unZikely that ~.he groposed action wi1Z instigate any residen~ial develapment not ottierwi.se p~.anned . A review of develapm~nt proposals presen~ea fc~r Architec~ural ReviA~~r ~oard approval an the past ssveral months indicates thatc the use af adj~ining residential~y-zoned parcel.s is nat necessar~r far de~re~opment of the comtaercia~ or industria~ properties which might draw on the atfec~ed residentaal property in order to mee-~ parkina r~quir~ments. The requir~d parking for a11 of the ~ proposed projects is restric~Ed to the site of ~he building and wi4h~n eor~me~c3al or industrial zo~es. Thase pra~ects which wauld b~ built to the height and fioor area ratic~ ~.imits impased by the Zoning Ordinance rely totaliy on subterranean parking. S~Q~ler projects rely on sub~erranean, ground level or above grade parking- ~ -13 -- M. Qf the 2~ pro~ects ~eview~d, 9 are located ad~acent ~o • residen~ially zoned properti~s which would be e~iq~b~e far parking uses to suppor~ non-residential activities. Eigh~ of the residentially--zoned praperties adjoining these 9 praj~cts are curren~ly used for residential purgoses. The restrictions on demolition impased by the Ren~ Control Charter Amend~nen~ may explain why the adjoining residential land was not us~d for parking zn connec~ion with these projects. Despite these restrictians, however, development af cQmmercial proper~aes has conti~ued and it is anticipatEd that deve~apment ~,ri].1 continue despite tl~e prapased ~nendments to the Zaning Drdinance. CONCLUS20N AFdD REC4MMENDATION It is the eonclusa.on of staffr that the proposed a~endments to tf~e Zoning Ordinance will have no signifiean~ ef~ect on the environment.
