Approval of Classification Specification and Resolut~on
Establishing Salary for Police Records Manager.
Introduction
This report requests approval of a new classification specification for
Police Records Manager and adoption of a Resolution establishing the
salary for this position
Background
The FY 81-82 budget for the Pol~ce Department included an upgrade for
the Principal Clerk position that oversees the police records functlon
Action on the request was delayed pend~ng the results of a clerlcal
classification study Our findings indicate that the funct~ons of
the Princ~pal Clerk are not clerical in nature, and that the position
lnvolves substantial pol~cy and management duties. A survey of other
Police Departments indicates that a specialized classiflcation is
appropriate and a specification has been developed The Personnel
Board will review the specificatlon at their March 8 meeting and their
comments,if any,wlll be forwarded to Council on the 9th
A salary survey was conducted in conjunction with development of the
spec~fication and a salary of Sl876/month E-Step is approprlate
Recommendation
It is recoDrnended that Council approve the attached speclficat~on with
due regard to the comments of the Personnel Board, if any, and adopt
the attached Resolution establishing the salary for Police Records
Manager.

DEFI~ITION Under administrative direction, plans, organizes and manages
the activities of the Records division of the Police Department. Performs
related duties as required
TYPICAL DUTIES-
Implements procedures for and supervises the handling of police
records
Interprets laws and regulations on the use and confidentiallty or
police records.
Selects, trains, evaluates and discipllnes records dlvlslon staff.
Assists in development of Division goals, objectives, pollcles and
plans
Performs research and writes reports and division procedures
Prepares and administers Division budget.
Works with local, State and Federal agencies.
Responds to subpoenas and makes court appearances

MINI~lli~f STANDARDS. Applicant must be able to demonstrate the follow-
ing
Knowledge of principles or records managenent, supervision, train-
ing, organization, laws -and reeulations governing conridentlal records,
modern office procedures.
Ablllty to plan, organize and direct a complex records operation
and a large staff, read and interpret laws and regulations, supervlse sub-
ordinate s~aff, wrlte reports and procedures.
DESIRABLE TRAINING AND EXPERIENCE
High school graduation or equivalent supplemented by addltlonal
training in business practices, crinlnal justice or related field
Three years of records managerr.ent experience including two years lTI
law enforcement records operations and one year in a supervisory capacity
SUPERVISION RECEIVED
Works under administrative supervlslon or Police Captain assig~ed to
Technical Services Bureau who outlines work ass~gnments, occasionally re-

SUPE~VISION EXERCISED
Exercises admlTIlstrative supervlslon over subordinates, ~akihg ce-
