INTRODUCTION This report requests approval of new claSS1f1cation speCifications for Property Records Manager and Support SerVIces SuperVIsor, and approval of a revised claSSification speclfIcat10n for Duplicating Machine Operator. A resolutIon establ1sh1ng the salary rate for Support Services SuperVIsor 1S also prepared for adoption. BACKGROUND Property Records Mana~er Property Records Manager IS a new position in Rent Control, responSible for the development, implementatIon and superVIsion of the agency's automated property records system. A survey of 10 Southern CalifornIa citIes and comparIson With Internal salaries were used to establIsh a salary recommendatIon at an E-step salary of $1846/month ($1975/month With P.E.R.S.). Funds for thIs positIon are In0luded In the Council-adopted budget for 1984-1985. . Dupllcatlng ~achIne Oper~~~r The claSSification speCification for Dupllcatlng MachIne Operator has been revlsed to more accurately reflect the level of responSIbilIty, deslrable quallfiQatlons and reporting relationshIp of the posltIon, WhlQh will now be under the direct superVIsion of the new Support Services SuperVIsor (see above). BUDGET/FINANCIAL IMPACT As noted above, funds for the Support Services SuperVIsor are Included In the Council-adopted 1984-85 Budget. There are no addItional budget impacts. RECOMMENDATION It is recommended that the Councll approve the classificatIon speclflcatlons for Property Records Manager, Support Services SuperVisor and DuplicatIng Machine Operator, and adopt the - 2 - attached resolutIon establIshIng the salary for Support Services Supervlsor. McCarthy - 3 - ( ( l~ PROPERTY RECORDS MANAGER DEFINITION Under admInistrative dlrection, plans, dIrects and coordlnates the activities of the property Records DivisIon of the Rent -Control Board~ develops, implements, supervises and monitors a comprehensive automated system for the storage and retrIeval of historical and current data relative to all controlled rental units within the City~ and performs all other related dutIes as asslgned. TYPICAL DUTIES: Plans, dlrects and coordlnates the develooment and implementation of a cOillprehenslve managemant information system for the storage and retreival of historical and current data relative to all controlled rental units wIthin the City. Determlnes informational requirements, data sources and data retrieval requirements. Conducts operational analysis studies and acts as liaison wlth the City's Data processing DeparL~ent in the design, refinement and upgrading of the Rent Control Board's automated record-keeping systems. Develops and supervises the use of automated and manual systems for the timely and accurate dissemination of publlc information pursuant to the requirements and procedures of the Rent Control Board. Monltors and evaluates the effectlveness of automated and manual information systems, and recommends necessary modif1ca- tIons. Designs and implements effective research methodologles for the gathering of informatlon required for the administratlon of the Rent Control Charter Amendment and ~egulatlons. Recommends and admInisters the divlsIonls annual budget, includIng annual obJectives and performance Indlcators. Prepares and presents written and oral reports. Selects, trains, supervises and evaluates subordInate staff. Asists in the direction and coordination of speCIal proJects. CoordInates wit~ other dIvisions of the Rent Control Board. Interprets and applIes complex statutes, policIes and procedural gUldelines. BASIC QUALIFICATIONS Minimum Standards: Appllcant must ~e able to demon- strate the folloWIng: Knowledge of: principles and techniques involved In the development and implementatIon of complex automated management information systems; basic principles of data processlng~ research technlques and methodologles~ principles and practlces of employee traInIng and supervisIon~ and basIc techniques of program evaluation. Abiliy to: Design, implement and monitor a comprehensive automated management informatlon system~ interpret and apply relevant laws, regulat~ons and procedures concernlng hOUSing ( ( ~ and rent control: prepare and present oral and written reports~ conduct organIzational analysis and infonnat~onal needs studies; train and supervise employees~ and establish and maintain effective working relat~onships with City officIals, co-workers, representatives of other agencies, and the general public. Desirable Training and Experience: Graduation from college with a degree in data processIng, management information systems, public administration or a closely related field. Three years' progressively respons~ble supervisory experience development and implementation of complex Information storage and retrIeval systems. SUPERVISION RECEIVED: Works under admInIstrative supervision of the Rent Control Board AdmInIstrator, who outlines work, occasIonally reVIews work in progress and upon completIon. SUPERVISION EXERCISED: ExercIses technIcal supervision over subordinates, making detaIled work assignments, frequently revIewIng work In progress, and carefully reviewing completed work. . SUPPORT SERVICES SUPERVISOR DEFINITION: Under dlrection, plans,coordinates and supervIses the CIty'S duplIcatIon and mall delIvery functIons; tralns and supervIses personnel assigned to these functIons; and performs all related dutIes as required. TYPICAL DUTIES: ReceIves work order requests from departments for the printIng, duplicatIon, and/or mIcrofIlmIng of wrItten materIals and audIo tapes; estImates tIme and cost requirements and establIshes productIon schedules to meet deadlInes. Sets up, operates, and SUperVIses the operatIon of offset duplIcatIng equIpment, copying machines, and related equIpment, l~cludl~g platemaker, folder/perforator, cutter, paper drIll, blndl~g punches, collator and stapler. Plans and superVIses all mall dIstrIbution activities, IncludIng the receIpt, sortIng and delIvery of mail, and the processing of all outgoi~g mall. MIcrofIlms City records and duplIcates audIO tapes. Develops,recommends, and Implements wrItten procedures relatIve to the duplIcatIon and mall delIvery functIons.
