Board at ItS regular meetIng of November ll, 1985.

establIshIng a salary rate for the new claSSIfIcatIon.
Background
The new classifIcation speCIficatIon is intended to cover a
vacan t pOSI tI on in the FInance Depar tment, currently class I fled
at the SenIor AdmInlstative Analyst level. At the request of the
DIrector of FInance, the pOSItIon has been studIed prIor to
begInnIng recrUItment to Insure proper clasSIfication.
The recommended claSSIfIcatIon speCIfIcatIon more accurately
descrIbes the actual dutIes and responsibIlitIes aSSIgned to the
POSItIon. Based on an analYSIS of Internal relatIonship factors,

an E-step salary rate of $3158./month ($$3379./month wlth PERS)
IS recommended.
FIscal Impact
The Flnance Department has suffIclent salary savIngs to cover the
cost of the hIgher salary rate for the balance of FIscal Year
1985-l986.
No addltlonal funds are requlred to support thlS
recommendatlon.

PRINCIPAL ACCOUNTANT
DEFINITION: Under admInlnstratlve dIrectIon, plans, organIzes
and dIrects complex and/or speCIalIzed accountIng programs and
proJects; and performs other related dutIes as assIgned.
DISTINGUISHING FEATURES OF THE CLASS: DIffers from a SenIor Ac-
countant In that It typIcally performs superVIsIon over a WIder
varIety of speCIalIzed accountIng functIons, and Involves the
deSIgn and ImplementatIon of Internal audItIng procedures.
TYPICAL DUTIES:
Plans, organIzes and dIrects complex and/or speCIalIzed ac-
countIng programs and proJects, such as the preparatIon of cost
allocatIon plans and local tranSIt fInanCIal statements and
reports.
Formulates program/proJect polICIes and procedures, Includ-
Ing Internal audItIng programs; prepares and superVIses admInIS-
tratIon of program/proJect budgets.
SuperVIses a staff prOVIdIng a varIety of complex accountIng
and admInIstratIve serVIces such as grants accountIng for a WIde
varIety of grants, and aSSIstIng In the preparatIon of annual
fInanCIal statements and annual reqUIred state reports.
Acts as a resource to other CIty departments on specIallzed
accountIng proJects and programs; dIrects the preparatIon and
dIssemInatIon of accountIng InformatIon and handles complaInts
and requests for accountIng InformatIon.
Conducts complex accounting-related admInIstratIve research
and studIes, and produces reports recommendIng approprlate cour-
ses of actIon for solutIon to problems; dIrects a staff prOVIdIng
SImIlar research dutIes, but of a less complex nature.
May functIonally supervIse/coordInate the work of SenIor
Accountants In the General Ledger, Accounts Payable and Payroll
SectIons of the FInance Department's AccountIng DIVISIon.
Performs other related-dutIes as aSSIgned.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: ApplIcant must be able to demonstrate
the follOWIng:
Knowledge of: BaSIC and advanced accountIng concepts and
prInCIples; publIC and bUSIness admInIstratIon; quantItatIve and
management anaLYSIS technIques; report wrItIng; and proJect
management.
AbIlIty to: CommunIcate effectIvely both orally and In
wrItIng; analyze and solve admInIstratIve and accountIng prob-
lems; develop, Implement and admInIster proJects and programs;
act as a resource for departmental concerns; and work effectIvely
WIth staff and CIty representatIves.

QESIRABLE TRAINING AND EXPERIENCE:
Graduatlon from c~llege wlth a bachelor's degree In Account-
lng, PubllC or BUSlness Ad~lnlstratlon, or a closely related
fIeld.
Three years of fInancIal management experIence, preferably
In a publIC sector envIronment, lncludlng at least one year of
supervlsory experIence. A C.P.A. IS hlghly desIrable.
SUPERVISION RECEIVED:
Works under admInIstratIve supervlsIon of the ASSIstant DI-
rector of FInance, who outlInes work, occasIonally reVIews work
In progress, and perIodIcally reVlews completed work.
SUPERVISION EXERCISED:
ExerCIses admInIstratIve and technlcal supervlsIon over
Senlor Accountants and Admlnlstratlve Analysts, outllnlng work
assIgnments, frequently revIewIng work In progress, and carefully
revieWing completed work.
