IntroductIon
ThIS report requests approval of two revIsed clasSIfIcatIon
specIfIcatIons, approved by the Personnel Board at theIr regular
meetIng of December 9, 1985. For ease of reference, the reVIsed
specIfIcatIons are attached 10 three forms, the reVIsed
specIfIcatIon, a "tranSItIonal" specIfIcatIon (showing deletIons
from the current specIfIcatIons In parentheses, WIth addItIons
double underlIned), and the current specIfIcatIon.

thIS report requests approval of the attached ResolutIon es-
tabllshIng a reVIsed salary rate for the eXIstIng claSSIficatIon
of CIty EngIneer.
Background - ReVIsed ClasSIfIcatIon SpecIfIcatIons
Harbor Patrol Guard (recommended for retItlIng to PIer and Harbor
Guard) has been reVIsed to reflect the changes In Job dutIes oc-

PIer. The recommended specifIcatIon more accurately descrIbes
the role of thIS posItIon WIth regard to the PIer Itself, as well
as the more tradItIonal water-related safety functIons.
The revIsed specIfIcatIon for Water Leader more accurately re-
flects the actual dutIes and responsibIlItIes assIgned to thIS
posItIon, and has been reVIsed as part of the Personnel Depart-
ment's normal practIce of reviewing claSSIfIcatIon specIfIcatIons
prIor to recruItIng to fIll vacant posItIons.
Background - RevIsed Sal~ry Rate
The reVIsed salary rate recommended for CIty EngIneer is based on
an analysIs of both Internal alIgnment factors and external sala-
ry comparison data. Staff belIeves the hIgher rate IS needed to
Insure our abIlIty to successfully recruIt an IndIVIdual wIth the
full range of SkIlls, knowledges, and abIlItIes required for the
posItIon. The recommended rate 15 parallel to that of DIrector
of PlannIng and conSIstent WIth salarIes of comparable posItions
In surroundIng JurIsdIctIons.
FIscal Impact
The General SerVIces Department has suffICIent salary savIngs to
cover the addltlonal salary costs for CIty EngIneer through the
balance of thIS fIscal year. No addItional allocatIon of funds
is reqUIred to support thIS recommendatIon.

DISTINGUISHING FEATURES OF THE CLASS
Differs from a Pipefitter in that it involves continuing
supervision over a small crew plus independent responsibility
for performing assiened duties.
TYPICAL DUTIES:
Supervises and assists a crew in performing such duties as:
Installing meters and new services to property.
Repairing, maintaining, servicing, and replacing existing
services, hydrants, valves, and nains.
Reinstalling and making minor repairs to meters and valves
in the field.
Operating equipment such as tapping machines, chlorination
machines, valve machines, pipe locators, and pneumatic machinery.
Laying water mains, yarning, caulking joints, and soldering
copper fittings.
Tapping water mains, making flow tests, checking air release
valves, and taking water samples for bacteriological tests.
Digging and backfilling ditches, breaking pavement, digging
bell holes, and flushing lines.
Notifies Fire Department and affected consumers of shut-
downs of hydrants and mains.
Writes work orders and valve tickets; keeps records of
materials used, man hours and equipment hours.

One year of experience as a Pipefitter, or three years of
experience as a helper to a skilled tradesman in the installation
and maintenance of a water distribution system.
Possession of Grade 1 Water Distribution Operator Certificate.
