City Clerk:DF:CEJ:jj (fi) city council Meeting: 1/24/89 Santa Monica, California TO: Mayor and Councilmembers FROM: Mayor Pro Tempore Finkel SUBJECT: Firearms Regulations Control Please place a 14 item on the agenda of January 24 to permit me to ask the Council to do the following things: 1. Instruct the City Attorney to look into the possibility of invoking the local police powers of Santa Monica for the purpose of regulating and controlling the acquisition, possession and use of firearms, guns, including rapid fire arms, to the extent, if any, that such regulation and control is not already preempted by state law. 2. Instruct the City I s lobbyist to advise City staff of the state and status of any past, pending or proposed state legislation regulating and controlling firearms, guns, etc., with a view toward the City of Santa Monica joining in a lobbying effort to create or strengthen firearm control laws in California, by networking with other cities: the League of California Cities, etc. 3. Instruct staff to consult with the school district with a view toward working together with and helping the school district in any way possible to obtain the support of the State Department of Education in lobbying for gun control laws to protect children, on the ground that children are at risk even while at school as long as guns abound in private hands. 4. Instruct staff to cause the Ilguns issuell to be added to and considered by the presently working youth task force, in terms of possible suggestions for gun and violence prevention programs. The above 4 items should be for staff investigation with possible Council aciton. Thank you.
