Recomrnendatlon to Adopt Resolut1on in Support of Career
Crlminal Apprehenslon program/State of the Art Grant.
INTRODUCTION
This report recommends that the Clty Council adopt the
attached Resolutlon in support of the Career Crimlnal Appre-
hension program/State of the Art Grant application. If the
grant 18 awarded, the City will recelVe $lOO~OOO and will be
requlred to match this level of funding for this prograR ln
the amount of $12,500. Funds for this match are currently
available in the Police Department budget.
BACKGROlJlli'D
The Santa Mon1ca Police Department is applYlng to the Offlce
of Criminal Just1ce Planning ror State of the Art funds for
the enhancement of the Career Criminal Apprehension Program.
The program consists of the participatlon of six law enforce-
ment agencies; Santa Monica, Beverly Hills, Culver Clty. Los
Angeles and UCLA pollee departments and the Los Angeles County
Sheriff's Department that forms the multi-jur1sdictional West-
side ~mjor Cr1me Violators Task Force. The criminal intelllgence
lnformation received from this multi-agency endeavor will be
dlrected towards the identlflcation. apprehenslon and convlction
of career crlminal offenders. Once career crlmlnals are lden-
tifled through thlS process, the Career Criminal Prosecutlon

BUDGET/FINANCIAL ANALYSIS
If the grant is awardedj the City Staff wlll return ta Caunell
to request necessary appropriation authority and revenue
adJustments. Funds to match the grant are currently avallable
in the Police Department account fl 01 300 305 562 100. State
funding will be available April 1j 1984.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA APPROVING THE
APPLICATION FOR GRANT FUNDS TO
AID IN WESTS IDE MULTIJURISDICTIONAL MAJOR
CRIME VIOLATORS TASK FORCE
WHEREAS, the Santa Monlea Police Department desires to
undertake a certain proJect designated as the Career Crlminal
ApprehenS10n Program: and
WHEREAS, the Career Cr1mlnal Apprehenslon Program will be
funded 1n part from funds made avallable through State General
Funds for Flscal Year 1984-85 as authorized by Chapter 1167 of
the 1978 Statutes and as admlnlstered by the Off1ce of Cr1minal
Justlce Planning (OCJP),
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The Clty Manager of the City of Santa Monlca
15 authorized, on behalf 0f t~e City of Santa ~onica, to submit
the attched Applicat10n for Grant for Law Enforcement Purposes
to OCJP and 1S authorlzed to execute on behclf of the City of
Santa Monica the attached Grant Award for Law Enforcement purposes
1ncluding any extens~on5 or amendments thereof.

SECTION 2. The City of Santa Mon~ca agrees to provide all
hard matching funds required for the above described project
(1ncluding any extension or amendment thereof) under the Career
Cr1ffi1nal Apprehension Program and the rules and regulations of
OCJP and that cdsh w1l1 be appropr1ated as required thereby.
SECTION 3. Grant funds received for the above-described
proJect shall not be used to supplant law enforcement expendi-
tures contr~lled by the C1ty Council.
SECTION 4. The C1ty Clerk shall cert~fy to the adoption
of th1S Resolut~on,and thenceforth and thereafter the same shall
be 1n full force and effect.
