Resolution to Authorize In-Service Motorcycle
Training
INTRODUCTION
The purpose of this report is to request that the city Council
adopt a resolution authorizing motorcycle training at Hollywood
Park for Santa Monica Police Department motor officers as members
of the South Bay Training Association.
BACKGROUND
In-service or advanced motorcycle training is necessary to insure
maintenance and improvement of motor skills and as a mitigating
factor in potential cases of liability. However, because there
is only one state school which offers advanced motorcycle
training, and that school is in Gilroy, scheduling training for
motor officers in this area is extremely difficult.
Attempts
were made by our Department and the South Bay Training
Association to find adequate training sites, but the attempts
were unsuccessful.
The Inglewood Police Department then
approached Hollywood Park and requested use of their facility as
a training site for motor officers of the thirteen member

South Bay Training Association. (The Association includes the
departments of Inglewood, Torrance, Downey, Gardena, Manhattan
Beach, etc.) The request was granted on a cost free basis. The
use of Hollywood Park as a training site offers several benefits.
Training of the motor officers can be scheduled in eight hour
increments, thereby not depleting personnel for extended periods
of time. overtime can be eliminated, which is an important
consideration because of the F.L.S.A. regulations.

Our efforts to conduct a quarterly in-service training program for
all South Bay Motor Officers is nearly a reality. Hollywood Park,
the proposed training site, has voiced their willingness to assist
in our efforts. A fonnal request for a use pennit has b~en sent
to Hollywood Park and we anticipate a positive response.
We have also been in contact with our City Attorney regarding our
program and he sees no major problems from his point of view. Due
to the fact Inglewood Police Department will be the hosting agency,
the City Attorney would like each participating agency to have their
City Council adopt a resolution pertaining to this training effort.
We have enclosed a copy of our City Council IS Resolution to serve
as an example for your agency. If this form meets your agencyts
needs, feel free to use it in fulfilling this requirement.
This training program cannot proceed until each agency complies and
adopts such a resolution. Therefore, it is requested that upon
passage, approval and adoption, each agency forward a copy of their
resolution to the City of Inglewood, c/o Sergeant Thomas G. Hoffman
or Sergeant Kent P. OISteen, South Bay Training Committee Member.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA AUTHORIZING MOTOR OFFICERS
OF THE SANTA MONICA POLICE DEPARTMENT TO
PARTICIPATE IN AN IN-HOUSE TRAINING PROGRAM
WITH THE EL CAMINO COMMUNITY COLLEGE DISTRICT.

WHEREAS, an in-service training site for motor officers has
been selected at 1050 South prairie Avenue, in the city of
Inglewood: and
WHEREAS, training at the site will provide a skills
refresher course for certified motor officers from several police
departments in South Bay; and
WHEREAS, said training will be provided for one or two days
each quarter until July 1, 1989; and
WHEREAS, El Camino community college District will be
providing course credit and instructional services for the course
program; and
WHEREAS, in order to participate in said training sessions
the city of Santa Monica (as well as every other participating
ci ty) must agree to mutually indemnify and hold harmless each
other participating City and indemnify and hold harmless the El
Camino Community College District from personal injury or
property damage liability imposed for any injury occurring by
reason of any acts or omissions on the part of the City of Santa

WHEREAS, in order to participate each city must further
agree to bear the expense of its own worker's compensation claims
and to waive any claim for subrogation against any other

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Participation in the training program is
valuable and necessary to the safe and effective functioning of
City's motor officers.
SECTION 2. ci ty of Santa Monica agrees to hold harmless
and indemnify each other City as provided above.
SECTION 3. city of Santa Monica releases and agrees to
indemnify and save El Camino Community College District, its
trustees, employees and agents harmless from and against any and
all injuries to and deaths of persons, claims, demands, costs,
loss, damage, costs of defense and liability, howsoever same may
be caused resulting directly or indirectly from the performance
of any or all work including the active or passive negligence of
El camino Community college District and its trustees, employees
or agents.
SECTION 4. City of Santa Monica agrees to bear the expense
of its own worker's compensation claims and to waive any

SECTION 5. This resolution shall take effect immediately.
SECTION 6. The City Clerk shall certify to the adoption of

Resolution Approving Destruction of Obsolete
Records of Santa Monica Police Department
Government Code section 34090 authorizes the destruction of
certain records upon the request of a Department Head if the city
Attorney has given written consent for the destruction of the
records and if the City Council approves the destruction of the
records by resolution. The Chief of Police has requested that
certain obsolete records be destroyed. A complete description of
the records sought to be destroyed is contained in Exhibit "A"
accompanying the resolution. The city Attorney has approved the
destruction of these records.
RECOMMENDATION
It is respectfully recommended that the accompanying
resolution be adopted.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AUTHORIZING
THE DESTRUCTION OF CERTAIN RECORDS
OF THE SANTA MONICA POLICE DEPARTMENT
PURSUANT TO GOVERNMENT CODE SECTION 34090
WHEREAS, it has been determined that certain records of the
City of Santa Monica under the charge of the Chief of Police are
no longer required for public or private purposes; and
WHEREAS, the destruction of the records is necessary to
conserve storage space and to reduce staff time, expense, and
confusion in handling and informing the public; and
WHEREAS, Government Code Section 34090 authorizes the City
of Santa Monica to destroy certain records over two years old
wi thout making a copy thereof after the same are no longer
required and upon the written consent of the city Attorney and
the approval of the city Council by resolution; and
WHEREAS, the City Council has been requested to approve the
destruction of the records identified in Exhibit "AU attached
hereto; and
WHEREAS, the records identified in Exhibit "A" are over two
years old, no longer required, and have been approved for
destruction by the City Attorney.
