Introduction
This report requests the city Council to approve the plans and
specifications prepared by the County of Los Angeles Department
of Public Works for a 24 inch diameter low-flow pipe extension to
the Pico-Kenter storm Drain, authorize the County of Los Angeles
Department of Public Works to proceed with the construction of
the project and to grant it permission to construct, operate and
maintain this facility within the City of Santa Monica, as well
as waive all permit fees for construction of the project.
Background
The City Council at its meeting of February 14, 1989 authorized
the city Manager to negotiate and execute an inter-agency
agreement between the City of Santa Monica, the City of Los
Angeles and Los Angeles County to implement improvements to the
Pico-Kenter Storm Drain.
These improvements included the
construction of a 24 inch diameter low-flow pipe extension from
the terminus of the Pico-Kenter storm Drain to a point 600 feet
beyond the surf line.

specifications for this project. City staff obtained permits
from the Coastal Commission and the Corps of Engineers as well as
clearances from the state Department of Parks and Recreation and
Caltrans for the 24 inch diameter law-flow pipe extention. The
County will be responsible for awarding the construction contract
and supervising construction of the 24 inch diameter low-flow
pipe improvements. The scheduled advertising date is the end of
November. The County Engineer's cost estimate for the project is
$320,000.00.
The Pico-Kenter storm Drain is part of the regional Flood Control
system owned and operated by the County of Los Angeles Department
of PUblic Works. Under terms of this agreement, the local pipe
extension will likewise be owned, operated and maintained by the
County Department of Public Works. Prior to awarding a contract
for construction of these improvements, the County has requested
the city Council formally approve the plans and specifications.
These plans and specifications do not differ from the concept
which was previously approved by City Council. The City Council
lS also requested to authorize the County to proceed with
construction of the proj ect and grant the county permission to
construct, operate and maintain the 24 inch diameter low-flow
pipe extension, as well as waive all construction permit fees.
In addition, the Los Angeles County Department of Pub 1 ic Works
wants to be released for any future expense in the relocation,
alteration, and modification of the 24 inch diameter low-flow
pipe extension necessitated by any future street improvementsr
realignments, alteration or reconstruction that the city of Santa

Monica may desire.
The staff believes there will be no
relocations or extensions of pico Boulevard.
Budget and Financial Analysis
Funds have previously been authorized by the city council for
Santa Monica's one-third share of costs associated with the
24 inch diameter low-flow pipe extension in the amount of
$150,000.00 under Account No. 31-760-661-24589-8929-99127.
Recommendation
staff recommends that City Council:
1. Approve the plans and specifications prepared by the
county of Los Angeles Department of Public Works for a
permanent 24 inch diameter low-flow pipe extension to
the Pico-Kenter storm Drain,
2. Grant the County of Los Angeles Department of publ ic
Works permission to construct, operate and maintain
within the city of Santa Monica the 24 inch diameter
low-flow pipe extension to the Pico-Kenter storm Drain
and waive all permit fees, and
3 . ReI ieve the Los Angeles County Department of publ ic
Works of any expense for the relocation, alteration,
and modification of the permanent 24 inch diameter
low-flow pipe extension to the Pico-Kenter Storm Drain,
once
installed,
necessitated
by
future
street
improvements,
realignments,
alterations
or
reconstruction undertaken by the city of Santa Monica.
