INTRODUCTION
The purpose of thlS report lS to advlse the Clty CoanCll of Senate
E1Il l797 and request authorlzatlon for Mayor to transmlt comments
requesting amendment of SeetloD 8874 to lnclude Santa Monlca lD
listlng of exempt cltles.
BACKGROUND
Some of the present Councll Members wlll recall the extended and
controverslal debate on the lssue of selsmlC safety of Santa
Monlca's 2n0+ older unrelnforeed masonry buildlngs preceeding
adoptlon of Orctlnance No. 1201 in Aprll 1981. ThlS ordinance
completed a program for these bUlldings orlginally dlrected by
CouDell In 1977 (see attached mlnutes) In response to recommenda-
tlons In the SelsmlC Safety Element of the General Plan. Santa
Monlca's program for substandard and potentlally hazardous bUlld-
lngs was lnltlated in Aprll 1977. After detalled lnspection OI 230
unreinforced masonry bUlldlngs ln the Clty by a clty employed
structural englneer a "Notlee of Substandard and Potentlally
Hazardous BUlldlng" was flIed with the County Recorded In June
1978 on each of the 200+ propertles. ThlS recorded notlce thus
appears In all tltle reports. As a result, approxlmately 40 of
the orlglnal 230 bUlldlngs have already been strengthened to comply
with current selsmlC requlrements. Ordlnance 1201 requlres that
by July 1, 1985 all rewalnlng non-eonformlng bUlldlngs must have
floors and roofs anchored and tled to walls and parapets anchored.
58 1797 would req~lre all citles ln the state to lnventory
and undertake notlflcatlon and rnltlgatlon programs for thelr older
hazardous bUlldlngs by January 1, 1989. The state program would

Sectlon 8874 of SE 1797 exempts certaln cltles (Long Beach,
Los Angeles, Santa Ana and Santa Rosa) Slnce these clt1es have
addressed problem by ordlnance pr10r to January 1, 1985. The
lnventory and notlflcat1on program spec1fled In the blll
lS essentlally identlcal to the program already completed ln
Santa Monlca. Staff feels that Ordlnance 1201 may qua1lfy as
a mltlgatlon program to speclfically lnclude Sa~~a Monlca 1n the
11st of exempt clt1es. 5B 1797 has passed Senate and is set
for hearlng In Assembly Govermental Organ1zation Committee
July 3, 1984.

buildL~gs and rate them on a preliQinary hazard index) and Item 3 -
(I~itiate a program of recorded notification of owners of the po-
tentially hazardous condition of these buildings following the col-
lection of data and analysis of buildings).
