Introduction
ThlS report recommends that Councll adopt a resolution naming persons authorlzed
to execute documents in accordance W1th. the Federal Clvil Defense Act of 1951.
8ackground
The current CiV1l Defense Resolutlon is outdated because of personnel changes in
the posltion of City Manager. It 1S necessary to update the resolution naming
persons authorized to execute documents for Santa Monlca Emergency Serv1ces.
Budget/F1nanc1al Impact
There 1S no financial impact assolcated wlth this recommendation.
Recommendation
It is recommended that the Clty Council adopt the attached resolution des1gnating
John Jal1l1, Aetlng City Manager, James F. Keane, Chlef of Pollee, and Elaine
Kissil, Emergency Servlces Coordlnator, to execute documents ln behalf of Santa
Monica Emergency Services pursuant to the Federal CiVll Defense Act of 1951.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING JOHN JALILI, CHIEF KEANE, AND ELAINE KISSIL TO
EXECUTE DOCUMENTS REQUIRED UNDER THE FEDERAL CIVIL DEFENSE
ACT OF 1951
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The following named individuals are hereby to execute for
and lr. behalf of the City of Santa Monica, a public entity established under
the laws of the State of California, applications and documents for the
purpose of obtalnlng financlal asslstance under the Federal Clvil Defense Act
