Mayor and City Counc1l SUBJECT : Earthquake Preparedness Resolution Introduct i on This report recommends that the Council 1ssue a resolution declaring that the week of Apr1l 15-20 be Earthquake Preparedness Week. Background The governor of California has issued a similar proclamation in an effort to reach governmental agencies, service organizations, schools, corporations. Ne1ghborhood Watch groups, and private cit1zens to educate and inform all res1dents about earthquake preparedness measures. For the first 72 hours after a major earthquake, City emergency services such as Pollce. F1re, Paramedics and search and rescue crews will be trying to assist as many people as possible. But because of the sheer voluMe of injured and dead. servlces will be delayed. Therefore it is vital that each business. school, nelghborhood and home be as self-sufficient as possible. The U.S. Geological Survey states "a 480~ probabil1ty that a large earthquake 1n Southern California will occur pr10r to the end of 1988." This \'lOuld ind1cate that preparedness efforts need to be accelerated and citizens need to partic1pate in order to prevent injuries, loss of 1ife and property damage. Califor- nians must learn what can be done before, during and after such a disaster to protect their lives and prop- erty. For this reason, I have proclaimed the week of April 15-20, 1985, as Earthquake Preparedness Week. The packet of materials included with this letter has been designed to assist and encourage you in conduct- ing your own earthquake preparedness campaign during Earthquake Preparedness Week. These materials will help your employees realize the dangers that a major quake poses and the precautions required to prevent unnecessary injuries and destruction.
