This bill requires that a week be designated for a State-wide household hazardous waste collection program during which cities, counties and agricultural commissioners would offer collection services. passage would result in future funding assistance for Round-up Programs. BACKGROUND The City of Santa Monica is recognized as a leader in household hazardous waste collection programs. Staff plans to uphold this reputation and expand the city's efforts to properly handle household hazardous wastes. AB1655, sponsored by Assemblyman Areias, would require that matching funds (up to $40,000) be provided to those who apply to operate a household hazardous waste collection program during a pre-designated one week period. This bill would allow the City to recover a portion of the costs incurred in offering collection programs in the future and would provide an additional source of funds for the development of innovative approaches for solving the city's household hazardous waste problems. - 1 - (,-0 AUG 1 2 1!S6 The bill has been in suspense in the Appropriations Committee since June 23, 1986. City support of AB1655 through lobbying efforts could result in passage of the bill which would assist with future funding of programs so Santa Monica could continue to offer residents a means for appropriate disposal of household hazardous wastes. BUDGET/FINANCIAL IMPACT If this bill is adopted it could provide matching funds of up to $40,000 to cities for conducting Toxic Round-up Day programs. While the actual amount would depend on the City I s costs for Round-up Day the past expenditure pattern for Santa Monica IS program would result in state matching funds of approximately $10,000.
