SUBJECT: Ordinance Amending Supplemental Fire
Protection Provisions
At its meeting on April 24, 1984, the City Council
directed the City Attorney to prepare an ordinance amending
the
supplemental
fire protection provisions adopted by
Ordinance Number 1217 (CCS). In response to thIS direction,
the accompanying ordinance has been prepared and is presented
for City Council consideration.
The
purpose
of the accompanying ordinance 1s to
eliminate the requirement for automatic sprinkler systems in
existing multi-family residential bUIldings over 55 feet in
height.
In addition to requirements such as installation of
automatiC fIre detector and alarm systems, these buildIngs
will be required to have an emergency fire plan as provided
for in the ordinance.
RECOMMENDATION
It is respectfully recommended that the accompanying
ordinance be introduced for first reading.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AMENDING SUPPLEMENTAL
FIRE PROECTION PROVISIONS
WHEREAS, the City Council of the CIty of Santa Monica
adopted Ordinance Number 1177 (CCS) on September 9, 1980; and
WHEREAS, Ordinance Number 1177 (CCS) adopted the 1979
Uniform Administrative and Technical Construction Codes; and
WHEREAS, Section 206 added to the Uniform Administrative
Code, 1979 Edition, contains the local amendments to the 1979
Technical Codes; and
WHEREAS, Section 206(a) of the Uniform Administrative
Code,
entitled "supplemental Fire Safety and Prevention
Requirements," reserved the following divisions for future
use: Division 3.00 relating to Requirements for Automatic
Fire Extinguishlng Systems and Division 7.00 relating to
Requirements for Existing Residential Structures; and
WHEREAS, on August 25, 1981, the City Council adopted
Ordinance Number 1217 (GCS) amending Section 206(a) to include
Supplemental Fire and Safety and Preventlon Requlrementsj and
WHEREAS, on April 12, 1983J the City Council adopted
Ordinance Number 1279 (CCS) to extend the compliance date for

WHEREAS, the City Council desires to eliminate the
requirements for automatic sprInkler systems in residential
buildings over 55 feet in height because subsequent analysis
has determined that such a requirement is economically
infeasible
for
most
property
owners
subject to the
requirement,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES ORDAIN AS FOLLOWS:
SECTION 1. Division 7.00 of Section 206(8) of the
Uniform Administrative Code adopted by Ordinance Number 1177
(CCS) and Ordinance Number 1217 (CCS) is hereby amended to
read as folloW's:
Division 7.00. ~~q~irements for
EXlsting Residential Structures.
7.01. On or before January 1,
1982, every dwelling unit and every
guest room in a hotel, apartment
house, or lodging house used for
sleeping purposes shall be provided
with approved smoke detectors located
as requlred by Section 1210(a) of the
Uniform Build1ng Code, 1979 Edition.
The Fire Chief shall make available to
the public an informational brochure
on those smoke detectors approved by

1983, every buildIng or structure used
as a hotel, apartment house, or
lodging house with floors more than 30
feet above the lowest level of Fire
Department vehicle access shall be
provided with:
(a) The fire protection system
required for non-residentIal buildings
contained in 3.05 of Division 3.00 of
SectIon 206(a) of the Uniform
Administrative Code, 1979 Edition.
(b) Emergency and evacuation
procedures approved by the Fire Chief
posted in each sleeping room.
7.03. On or before June 1,
1983, every building or structure used
as a hotel, apartment house, or
lodging house with floors more than 55
feet above the lowest level of Fire
Department vehicle access shall meet
the requirements for non-residential
buildings contaIned in 3.06(b) of
Division 3.00 of SectIon 206{a) of the
Uniform
AdminIstrative
Code, 1979

Department vehicle access shall be
provided with an approved automatic
fire alarm system unless the building
is provided with an approved full
automatic fire sprinkler system and
shall have an Emergency Fire Plan
approved by the Fire Chief consisting
of the following:
(a) Assignment of a responsible
person as Fire Safety Director to work
With the Fire Department in the
establishment, implementation and
maintenance of the Emergency Fire
Plan.
(b) The telephone number of the
local Fire Department shall be
conspicuously posted in a location
adjacent to the telephone in each
dwelling unit, hotel guest room,
telephone switchboard, and in other
areas as directed by the Fire Chief.

SECTION 2. Any provision of the Santa Monica Municipal
Code or appendices thereto inconsistent with the provislons of
this ordinance, to the extent of such inconsistencies and no
further, are hereby repealed or modified to that extent
necessary to affect the provisions of this ordinance.
SECTION
3.
If any section, subsection, sentence,
clause, or phrase of this ordinance is for any reason held to
be Invalid or unconstitutional by a decision of any court of
competent jurisdiction, such decision shall not affect the
validity of the remaining portions of the ordinance. The City
Council hereby declares that it would have passed thiS
ordinance and each and every section, subsection, sentence,
clause or phrase not declared invalid or unconstitutional
without regard to whether any portion of the ordinance would
be subsequently declared invalid or unconstitutional.
SECTION 4.
The Mayor shall sign and the City Clerk
shall attest to the passage of this ordinance. The City Clerk
shall cause the same to be published once in the official
newspaper within 15 days after its adoption. The ordinance
shall become effective 30 days from its adoption.
