BACKGROUND In February, 1983, the City Council approved a staff recommendation to delay the compliance date for lnstallation of sprinklers in mu1t1-fam1ly res1dential build- ings as requ1red in Santa Monica Ordinance No.1217 until June 1, 1984 to allow time for a more thorough review of the1r cost effectiveness. In February, 1984, staff forwarded to C1ty Counc1l a draft staff analys1s of a report that was prepared as a result of the year long study. On April 24, 1984, the City Council dlrected the City Attorney to prepare an ord1nance amend1ng the supplemental fire protection provisions adopted by Ordin- ance 1217 in 1981. However, on September 25,1984, the Council tabled the re- v1sed ord1nance. As a result of Council discuss10n at thlS meetlng, It was staff1s understandlng that the Council did not wlsh to amend the ordinance re- quirements to eliminate sprinklers at this time. 01 SCUSS ION In the absence of an expressed desire by Clty Council for an alternative ap- proach, staff is proceeding with notification to building owners that the h-H JUN 2 5 1565 . . Mayor and City Council Page 2. sprinkler requirement is not going to be e11minated. OWners of non-complying high r1se bU11dings have recelved letters informing them of the most recent Council action. They have also been informed that in light of the extended study which had taken p1ace~ staff is recommend1ng an ex- tension of the compliance deadline to June 30, 1986. Additionally, the BU1lding Department and Fire Department have agreed that the use of plastic pipe 1n sprinkler system construction has advanced to a point where lt can be used 1n Santa Monica as an acceptable alternative. Although est1mates of the amount of potential construct1on cost-savings are not available at this time, it is the view of staff that plastic pipe is potentially sub- stantial cost saving alternative to copper or steel piping. Further~ in response to Counc11 request, staff is attempt1ng to develop a low/ moderate income tenant assistance program similar to the CDBG sldewalk assess- ment assistance program in the event that such a program proves warranted once pass-through costs are more clearly identif1ed. RECOMMENDATION In view of prior actlons and the absence of other direction, it is recommended that Clty Councll direct the City Attorney to prepare an Ordinance amending Ordinance Number 1217 (CCS) by extending the compliance date for installation of sprlnklers from June 1, 1984 to June 30, 1986.
