Jl1cCarthy OV' ADO 7; //-D NOV 1 5 J983 . e DIRECTOR OF MUNICIPAL AIRPORT DEFINITION: Subject to administrative approval, plans, organizes and d1rects - the operations, maintenance and business affairs of the City Airport. Performs related duties as required. TYPICAL DUTIES: Directs the operations, maintenance and business affairs of the City Airport in accordance with the City Charter, Municipal Code, City policies, Federal and State laws and regulations and safety rules and procedures. Confers with the City Manager on the implementation of the Master plan as adopted by the City Council, including recommending necessary revisions to the plan and developing policy recommendations; coordinates activities with other City departments and outside agencies, accordingly. Develops an airport maintenance and UDprovement program and coordinates project implementationJ supervises the maintenance and custodial services of airport facilities; inspects airport equipment, buildings and grounds for needed repairs; plans for and recommends on current and future facility and service needs including building space arrangements and allocations. Administers leases, contracts and rental agreements involving airport properties and facilities, including the timely collection of fees and rentsi consults with City staff in the development of leasing and other revenue opportunities and in the preparation of studies and surveys for establishing leases and other revenue rates~ explains, interprets and enforces provisions of contracts and regulations; confers with airport tenants to resolve problems, process complaints or requests and promote good tenant relationsJ obtains and analyzes information, conducts special studies and makes recommendations on policies and contracts with users and concessionaires. { \ Meets with communfty leaders, civic organizations and citizens tc stimulate interest in the airport and promote good will toward an understanding of airport operations; responds to citizens complaints and inquiries; coordinates aviation safety programs; explains airport opera~ions to visiting dignitaries and offieials; attends and participates in trade and professional meetings involving air transportation and airport industry development; advises officials on technical aviation matters such as interpretation Qf Federal aviation rules and regulations; confers with appropriate Federal and State agencies and private organizations regarding airport development and operating programs; attends meetings of and serves as secretary to the Airport Commission. Directs the internal security of airport property, buildings, facilities,. airfield and privately owned aircraft; directs the enforcement of aircraft and vehicular ground traffic regulations. . . Prepares and supervises the administration of the department budget and other operational recorda and reports, prepares grant applications and accompanying reports, ensures proper management of grants, maintains records of airport operations. Keeps informed of and makes recommendations regarding legislation and technical developments affecting airports, aviation activities and the communitY1 conducts studies for bDproving airport facilities and services. Establishes airport and monitors achievements. personnel and assigns and goals and objectives for BASIC Q~LIFICATIONS: Minimum Standards: following: Applicant must be able to demonstrate the Knowledge of: Municipal airport administration and organization, technical and operating principles, practices and problems in airport development operations and management; civil air regulations and other relevant laws and regulations, and current federal and state programs pertaining to a major general aviation airport; planning and construction of airport ground improvements, structures and facilities; building and equipment maintenance; meteorological and airways communications practices and systems; practices and procedures involved in commercial relations with airlines, tenants and permittees; security measures; safety principles and practices; local, state and federal grant procedures and their administration; project management and budgeting; supervisory principles, practices and techniques. Ability to: plan, organize, coordinate and direct a comprehensive program in the operation, maintenance, management and security of an airport; analyze problems and develop policies anc procedures; plan, direct, supervise and evaluate the work of department; select, supervise and train subordinates; prepare written and oral reports; establish and maintain effective working relations with the public, airport users, community representatives, homeowners, the Airport Commission and other City departments and committees. Possession of a valid driver's license. Desirable Training and Experience: Graduation from college with a bachelor's degree in public or business administration or a related field. NOISE ABATEMENT OFFICER DEFINITION: Under qeneral supervision, to monitor the operation of the Citv's aircraft noise monitorinq svstem: to conduct insoectional surveys and field investigations for the detection and abatement of the sources of environmental noise contamination and ensure compliance with appropriate laws; to respond to complaints and requests for information on noise prOblems. Performs related duties as required. TYPICAL DO"l'IES: Works with the Director of the Municipal Airport to plan, organize, implement and enforce the City's aircraft noise abatement program, investigates and determines the causes and sources of noIse control violations and the appropriate corrective action for abatement; investigates and determines the causes that affect the level of noise contaminants; est~ates and records intensity and/or decibels of contaminant emissions; confers with and advises ordinance violators and potential violators on corrective controls and abatement action; serves written notices for failure to comply with noise control ordinance and appears as witness at regulatory hearings relevent to violation citation determinations, evaluates and formulates operational procedures; performs research and confers with other airport operators to determine effective measurement and control systems; recommends modifications to the control systems, responds to complaints and suggestions from users and the community; ~oordinates and participates in public hearings, community meetings and other special activities relating to airport operations; provides support to local governmental officials to assist them in responding to inquiries regarding airport operations; plans curricula and conduct$ noise abatement seminars for pilot groups: conducts field workshops explaining the effects of proper flight techniques on noise; prepares written and graphic reports; makes presentations relative to the airport's impact on the sound environment of Santa Monica and surrounding communities and displays the data on noise contour map. Prepares a variety -of studies and statistical analyses related to airport policies and problems such as limitations on numbers of flights based on noise characteristics of specific aircraft and arrival and departure times. Calibrate, operate and maintain sound monitoring instruments and equipment used in sound monitoring; enforce rules and regulations. Possession of a valid driver1s lieense. Desirable Training and Experience: At least two years of progressfvely responsible industrial or public agency work experience involving ~intenance and installation of equipment and instruments employed ~n noiee or other environmental factor testing, investigation, monitoring or sampling and involving regular public contact. College-level courses in acoustical engineering, physics or a closely related field may be substituted for one year of required experience on the basis of 30 semester units of one or any combination of the specified scientific fields for one year of required work experience. SUPERVISION RECEIVED: Works under administrative supervision of the Director of Municipal Airport who outlines work assignments, occasionally reviews work in progress, and periodically reviews completed work.
