Introductlon
ThlS report recommends approval of revlsed hourly salary rates
for four lIfeguard classlflcatlons used exclusively for summer
as-needed hlrlng.
Background - Proposed Salary Changes
Each summer the Recredtlon DIV1Slon of the Recreatlon and Parks
Department hlres approxlmately 25 seasonal personnel to staff the
summer aquatlcs program, WhlCh IS both recreatlonal and lnstrUC-
tlonal In nature. All hIrIng IS done on an as-needed hourly ba-
SlS for approxImately the three month perlod of June-August.
For at least the past two seasons the DIVISlon has experlenced
dlfflculty In recru1t1ng and retalnlng personnel for thls pro-
gram. Based on a survey of surroundIng agenc1es WhICh use Slml-
lar personnel It 1S apparent that our current salary rates have
not been compet1tIve wlth those of SImIlar agenC1es In our 1rn-
med1ate geographlc ared. Based on that survey, we are recommend-
Ing revlsed salary rates WhICh should slgn1f1cantly enhance our
ab1llty to recrult qual1fled personnel.

Normally these salary recommendat~ons would be presented to you
~n June, together w~th all salary recommendatlons whlch have been
bu~lt lnto the tentat~ve budget. However, because of the need to
recrult and br~ng personnel on ~n June, prlor to the start of the
new flscal year, we are recommend~ng that these revlsed salary
rates be effect~ve as of June 8, 1986, the start of the flrst
full payroll per~od ~n June.
Flscal Impact
The department has suff~c~ent salary sav~ngs to cover the addl-
tlonal salary costs Involved for the balance of the current fls-
cal year (estImated at approx~mately $2,000.), and no addltlonal
allocatlon of funds 1S requ~red to support thIS recommendat1on at
th1s t~me. The total add~t~onal amount requ1red for f~scal year
1986-1987 15 ~ncluded 1n the tentat1ve budget.
Recommendat1on
It 15 recommended that Counc~l adopt the attached Resolut1on es-
tabl1sh1ng rev1sed hourly salary rates for the clas-
slf~cat~ons of Jun10r LIfeguard, Pool L1feguard, Chlef Pool
L1feguard and SW1mm1ng Pool Manager, effect~ve June 8, 1986.
