IntroductIon ThIS report recommends a reorganIzatIon of the Data ProcessIng Department and requests approval of two new clasSIfIcatIon specIfIcatIons and SIX revIsed classIfIcatIon specIficatIons, all approved by the Personnel Board at their regular meetIng of De- cernber 9, 1985. For ease of reference, the revIsed speclflca- tlons are attached In three forms, the revIsed specIfIcatIon, a "transItIonal" specIfIcatIon (showing deletIons from the current specIfIcatIon In parentheses, WIth addItIons double underlIned), and the current specIfIcatIon. In addItIon, thIS report requests approval of the attached ResolutIon establIshIng salary rates for the two new clasSlflca- tlons (SenIor Computer Operator and Systems Development Manager), and establIshIng revIsed salary rates for all of the revIsed clasSIfIcatIons WIth the exceptIon of Systems Analyst. Background - Proposed ReorganIzatIon SInce 1982, the data proceSSIng functIon In the CIty of Santa MonIca has undergone SIgnIfIcant changes both as a funct10n of / f!:)-6 - 1 - j~rl 2 S 19i!~ ~ technologIcal advances and expanSIon of organIzatIonal respon- SIbIlItIes. However, to thIS pOInt, the Internal organIzatIonal structure has not been SIgnIfIcantly altered to reflect the cur- rent state of computer resources In the CIty of Santa Monica. Examples of technologIes and support reqUIrements WhIch dId not eXIst when the current organIzatIonal structure was created (FY 77-78) Include telecommunIcatIons, offIce automatIon, mIcrocom- puters and on-lIne computer users. WIth the bulk of computer resource acqUISItions completed, staff- Ing needs have stabIlIzed, makIng a comprehenSIve reVIew of the current claSSIfIcatIons tImely. In addItIon to analYZIng clas- SIfIcatIon speCIfIcatIons to Insure theIr reflectIon of current dutIes, a salary analYSIS was done to Insure adequate compensa- tIon In thIS hIghly competItive fIeld. Background - ClassifIcatIon SpeCIfIcations Approval of the staff's recommendatIons WIll result In the cre- atIon of two dlvIslon head pOSItIons, TechnIcal SerVIces Manager and Systems Development Manager, through whom all departmental staff WIll report to the InformatIon Systems DIrector. The Tech- nIcal SerVIces Manager has responSIbIlIty for computer communIca- tIons, computer systems securIty, coordInation of hardware maIn- tenance, offIce automatIon (word proceSSIng and electronic mall), mIcrocomputers, computer operatIons and data entry. The Systems Development Manager has responSIbIlIty for all computer system applIcatIon development, computer system applIcatIon maIntenance and all systems analYSIS. - 2 - ~ The programmIng serles has been revIsed to provlde a career lad- der emphaSIZIng SkIlls In both programmIng and systems develop- ment. ThIS 15 a much clearer representatIon of the dutIes actu- ally performed now by programmIng staff. The current serIes (EDP JunIor Programmer, EDP Programmer, and EOP Programmer Analyst) 15 recommended for reVISIon and retItlIng (Programmer Analyst I, Programmer Analyst II, and Programmer Analyst III, respectIvely). EDP EqUIpment Operator 15 recommended for reVISIon and retItlIng to Computer Operator. The proposed reVISIons more clearly delIneate the dutles and responSIbIlItIes aSSIgned to the pOSItIon. Finally, SenIor Computer Operator 1S a new claSSIfIcatIon, In- tended to provIde a level of technIcal expertise relatIve to the operatIons functIon WhICh does not currently eXIst In the depart- ment outSIde of management personnel. Back9round - Salary RecommendatIons As dIrected by CounCIl, staff has analyzed the current salary relatlonsh1ps WIthIn the department, both In relatIon to external salary survey data and Internal alIgnment conSIderatIons. The salary recommendatIons presented to CounCIl for approval as part of thIS staff report should be adequate to Insure that the Clty WIll remaIn competItIve In the marketplace for the hIghly 10- demand technIcal talents reqUIred. - 3 - . F 1 sca 1 Impact The department has suffICIent salary saVIngs to cover the addi- tIonal salary costs Involved for the balance of the current fIS- cal year (estImated at approxImately $18,100.), and no addItIonal allocatIon of funds 15 reqUIred to support thIS recommendatIon at thIS tIme. The total addItIonal amount reqUIred for fIscal year 1986-1987 WIll be approxImately $44,400., eqUIvalent to an 8.4% Increase In the total annual salary costs of the department. The total number of pOSItIons In the department remaIns constant.
