Hazardous Materials Inspector and Liability claims

Introduction
This report requests approval of two new classification
specifications, Hazardous Materials Inspector, approved by the
Personnel Board at their regular meeting of February 24, 1987,
and Liability Claims supervisor, approved by the Personnel Board
at their regular meeting of March 11, 1987. In addition, this
report requests approval of the attached Resolution establishing
salary rates for the new classifications.
Background - New Classification Specifications and Salary Rates
Hazardous Materials Inspector is a new position in the Water Di-
vision of the General Services Department, also approved by Coun-
cil as part of the mid-year budget review process. The position
will have primary responsibility for the administration of the
City's Industrial Waste Ordinance. Based on an analysis of ex-
ternal and internal alignment factors, an E-Step rate of $2660./
month ($2846./month with PERS) is recommended.
Liability Claims Supervisor is a new position reporting to the
Risk Manager, approved by Council at its meeting of January 27,

1987. The position will supervise and administer the City's new
self-administered liability claims program. Based upon an analy-
sis of internal relationship factors, an E-Step rate of $3551./
month ($3799./month with PERS) is recommended.
Fiscal Impact
No additional allocation of funds is required to support the new
positions for the balance of the current Fiscal Year.
Recommendation
It is recommended that the Council approve the aforementioned two
new classification specifications and adopt the attached Resolu-
tion establishing salary rates for each.

DEFINITION:

Investigates industrial processes to determine the quantity
and character of industrial waste produced and the type of treat-
ment required to prevent damage to the sewage system! or to de-
tect potential water pollution or health hazards from wastes dis-
charged in to stream channels or the ground.
Investigates industrial and commercial facilities for com-
pliance with the laws regUlating the use, storage, and disposal
of hazardous materials.
Checks the plans of industrial waste treatment and disposal
facilities prepared by private engineers and architects to deter-
mine whether the proposed facilities meet pollution control
requirements.
Tests industrial waste effluents in the field to determine pH
and the presence and quantity of chlorides! sulfates and
conductivity.
Oversees the sampling and testing of effluents to determine
compliance with applicable regulations.
Provides information and assistance to engineers, architects
and industrial plant operators related to waste disposal require-
ments and common solutions of waste disposal problems.
Investigates public complaints concerning sewer stoppages,
water pollution! and damage to public property by improper waste
disposal practices.
Prepares draft reports to the City of Los Angeles and to
other appropriate local and state agencies on the compliance sta-
tus of Santa Monica businesses.
Reports violations of ordinance regulations governing waste
disposal! hazardous material storage! hazardous materials use and
if necessary gathers evidence for legal prosecution.
May serve as an expert witness in court cases involving in-
dustrial waste disposal practices.
BASIC QUALIFICATIONS
MINIMUM STANDARDS Applicant must be able to demonstrate the
following:
Knowledge of: Physical, organlc and inorganic chemistry at
the B.S. level! including qualitative and quantitative analysis
and chemical incompatibilities; ~nstrUmental analytical methods
and their application to environmental analyses; appropriate sam-
pling and chain of custody protocols; local! state and federal
environmental regulations; and statistical research techniques
and procedures.

Ability to: Keep accurate records; write clear, concise
technical reports: make effective presentations: critically re-
view chemical reports and documents; research, interpret, docu-
ment and enforce ordinances relating to hazardous materials,
zoning, planning, business licenses and other Code regulations:
communicate City policies in a courteous and effective manner:
effectively mediate and resolve disputes resulting from a variety
of complaints; establish and maintain effective working relation-
ships with public and private industry representatives; read and
comprehend complex technical documents; follow oral and written
instructions; plan own work independently and meet established
deadlinesi and testify in court as required.
POSSESSION OF A VALID DRIVER'S LICENSE (Must be presented at
time of application.)
DESIRABLE TRAINING AND EXPERIENCE: Upper division coursework
in an accredited college specializing in chemistry, engineering,
mathematics [ or a physical or biological science.
Two years experience inspecting [ investigating, operating,
designing or constructing industrial process facilities, or
facilities that treat water, sewage or industrial waste, requir-
ing reading and interpreting construction plans and specifica-
tions. Additional related experience may be substituted for
education requirement.
SUPERVISION RECEIVED:
works under administrative supervision of the Administrative
Water Engineer who makes detailed work orders, occasionally re-
views work in progress and carefully reviews completed work.

LIABILITY CLAIMS SUPERVISOR
DEFINITION: Under administrative supervision, plans, directsl
supervises, and coordinates the city's in-house liability and
subrogation claims management programs. Performs other related
duties as required.
TYPICAL DUTIES:
Establishes procedures for the liability claims unit and
develops and refines quality control standards.
Directs or conducts liability field investigations to evalu-
ate claims for legal liability and damages.
Analyzes the results of accident investigation and loss data
and makes loss control reco~~endations to the Risk Manager.
Approves claims payments in conformity with established
procedures.
Coordinates subrogation recovery efforts.
Establishes and monitors monetary reserves on all claims
filed against the City.
Prepares information for use in litigation.
Negotiates settlements wlth indlvidual claimants or thei~
at.torneys.
Prepares contract specificatlons for se~vlces procured by
the liability unit.
Maintains statistical less reco~ds for the liability and
\ subrogation programs.
Assists in budget preparatlon a~d adminls~ration.
Supervises the work of e~ployees engaged in the lnvestlga-
tlcn of acclden~s, eValua~ion of llability and damages I and
negotia~ion of llability clal~ settle~ents.

DESIRABLE TRAINING AND EXPERIENCE: Graduation from college
with a bachelor's degree in Business Administration or a related
field. Four years progressively responsible experience in ad-
ministering a claims management program, including at least two
years in a supervisory capacity. Related work experience may be
substituted for the educational requirement on a year-for-year
basis. Experience working in a municipal claims division is
desirable, but not required.
SUPERVISION RECEIVED:
Wo~ks under the administrative supervision of the Risk Manager,

progress, and periodically reviews completed work.
SUPERVISION EXERCISED:
Exercises technical and administrative supervision over a
Liability Claims Adjuster and a Staff Assistant III, making
