Technical Services Aide and Underground utility
Locator
Introduction
This report requests approval of two new classification
specifications. Both were reviewed and approved by the Personnel
Board at its regular meeting of June 17, 1987.
In addition, this report requests adoption of the attached
Resolution establishing salary rates for the new classifications,
in conjunction with adoption of the Fiscal Year 1987-1988 budget.
Background - New classification Specifications
The following new classification specifications are required to
implement program and organizational changes contemplated in the
proposed 1987-1988 budget:

Technical services Aide is a new classification, responsible for
assisting in the operation of the City's computer system and re-
lated peripheral equipment.
The Underground utility Locator will be responsible for marking
the location of City owned and operated underground utilities
prior to any construction on or about public right-af-way.
Background - Salary Recommendations
The establishment of appropriate salary rates for the new clas-
sifications is an extensive process and includes thorough analy-
sis by the Personnel Department and City Manager's staff of both
internal and external comparison factors. The results of this
review process have been incorporated in the proposed budget cal-
culations. The attached Resolution must be adopted by Council to
implement the new salary rates.
Recommendation
It is recommended that the Council approve the aforementioned new
classification specifications and adopt the attached Resolution
establishing salary rates for the new position classifications.

TECHNICAL SERVICES AIDE
DEFINITION: Under close supervision, assists in the operation of
computers and all peripheral equipment. Performs related duties
as required.
DISTINGUISHING FEATURES OF THE CLASS:
Differs from Computer Operator in that a Computer Operator works
more independently than a Technical Services Assistant.
TYPICAL DUTIES:
Assists in the operation of computer consoles including
executing programs, monitoring operation, and correcting
stoppages.
Assists in the operation of computer peripheral devices.
Assists in the maintenance of the city's telecommunication
systems.
Assists in computer cable installations and modifications.
Maintains computer supply inventory and tape library.
Assists in the operation of forms processing equipment.
Maintains computer operations facilities in an orderly
fashion.
Performs other related duties as required.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate
the following:
Knowledge of: Operation of data processing hardware;
Hewlett-Packard operating systems and utilities; and computer
operations techniques and operation of application systems.
Ability to: Operate a computer and peripheral equipment
under technical supervision.
DESIRABLE TRAINING & EXPERIENCE:
Graduation from high school, (or equivalent) supplemented by
courses in data processing and computer operation.
One year of experience in the operation of Hewlett-Packard
equipment and related data communication networks.
SUPERVISION RECEIVED:
Works under administrative supervision of the Technical
Services Manager, and technical supervision of the Senior
Computer Operator, who makes detailed work assignments,
frequently reviews work in progress, and carefully reviews
completed work.
SUPERVISION EXERCISED:
None.
CITY OF SANTA MONICA
UNDBRGROUND UTILITY LOCATOR
DEPINITION: Under minimal supervision, locates and marks all
City owned subsurfaced utilities to prevent accidental damage or
service interruption by contractors, utility companies or any
other parties working on or near the underground utilities. Per-
forms related duties as required.
'l'YPlCAL DUTIES:
Locates and marks City owned underground utilities for ex-
cavation safety.
Follows the State mandated color coding system to mark
underground utilities on streets, alleys, and sidewalks.
Reads blueprints, schematics, and maps.
Operates a pipe locator, metal detector, and similar
devices.
Establishes and maintains effective relationships with the
Underground Service Alert Agency and/or regional notification
center.
Performs follow-up inspection at excavation sites.
communicates effectively with the public, contractors,
superintendents, supervisors, co-workers, and other City
employees.
Works closely with the Traffic operations Superintendent and
Electrical Facilities Superintendent.
Maintains records, write reports and keep a log.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate
the following:
Knowledge of: Underground utility construction; proper
marking procedures; state color codes, and types of underground
installations.
Ability to: Read and interpret water/wastewater and elec-
trical blueprints; read maps; operate pipe locating equipment;
read and follow written instructions; maintain records, write
reports and keeps a log: and deal effectively with the public,
contractors, division superintendents and co-workers.
Possession of a valid driver's license.
DESIRABLE TRAINXNG AND EXPERIENCE:
Graduation from high school or equivalent.
Two years of experience performing underground utility
construction.

SUPERVISION RECE~VED:
Works under supervision of the Water and Wastewater Superin-
tendent or his/her designee, who outlines work and occasionally
reviews work in progress and completed work.
SUPBRVISZON BXBRCZSED:
May exercise supervision over Laborers, making detailed work
assignments, frequently reviewing work in progress and carefully
reviewing completed work.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA ADOPTING SALARY RATES
FOR THE POSITIONS OF
TECHNICAL SERVICES AIDE AND UNDERGROUND UTILITY LOCATOR
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS:
SECTION 1: The following monthly salary levels are hereby
established for the indicated permanent classifications,
effective June 24, 1987:
