Approval of New Classification specification and
Resolution Setting Salary for the Classification of
Liability Claims Adjuster
Introduction
This report requests city council approval of a new classifica-
tion specification for Liability Claims Adjuster. In addition,
the report requests approval of a salary resolution establishing
the salary rate for Liability Claims Adjuster.
Background
Liability Claims Adjuster is a new position in the Risk Manage-
ment Division of the city Manager1s Office, approved by the City
council at its meeting of January 27, 1987. The position will
have primary responsibility for the processing and adjusting of
all general and vehicle liability claims against the City, in-
cluding investigation and evaluation of claims, and the coordina-
tion of settlement and/or recovery efforts. The position was
created as part of the City Council's direction to implement a
self-administered liability claims program, and will be reporting
directly to the Liability Claims Supervisor. Based on an analy-
sis of external and internal relationship factors, an E-step of
$304ljmonth ($3253/month with PERS) is recommended.

Fiscal Impact
Funds are already included in the budget for FY 1987-1988 to
cover all salary costs related to the new classification.
Recommendation
It is recommended that the City council approve the new clas-
sification of Liability Claims Adjuster, and adopt the attached
Resolution establishing the salary rate for the new
classification.

LIABILITY CLAIMS ADJUSTER
DEFINITION: Under moderate supervision, performs all necessary
claims adjusting functions for city general and vehicle liability
claims including investigation, evaluation and settlements: and
pursues subrogation recovery efforts where appropriate. Performs
other related duties as required.
TYPICAL DUTIES:
Reviews city accident reports and claims filed against the
City.
Conducts accident investigations to determine the degree of
liability or negligence on the part of the city.
Takes written and recorded statement(s) of claimants, em-
ployees and witnesses.
Approves and rejects claims in conformity with established
procedures. Negotiates settlements with claimants or their at-
torneys, and insurance carriers.
Corresponds with claimants, attorneys, witnesses and
physicians.
Prepares comprehensive reports of investigation with appro-
priate documentation for use by the City Attorney's office in
litigation.
Establishes monetary reserves on claims filed against the
city.
Executes releases and other legal documents.
Investigates subrogation possibilities and pursues collec-
tion efforts to ensure moneys due the City are collected.
Assists in the design of claim procedures and control
standards.
Performs other duties as required.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate
the following:
Knowledge of: General insurance principles and practices as
related to self-insured liability programs~ techniques of
liability claims adjustment and SUbrogation procedures, inclUding
California tort law and governmental claim code requirements,
damages and evidence; reserving methods and practices; the
litigation process, recorded and written statement techniques;
and insurance and claim office procedures.
Ability to: Conduct liability field investigations~ prepare
information for use in litigation; effectively negotiate the ad-
justment of claims; effectively communicate orally and in writ-
ing; apply the practices of liability claim adjustment consistent
with City policy and procedures: and establish and maintain ef-
fective working relationships with employees, management, attor-
neys, outside agencies, and the general public.
Possession of a valid driver's license.

DESIRABLE TRAINING AND EXPERIENCE:
Equivalent to possession of an A.A. degree from an ac-
credited college or university in Business Administration, Public
Administration, Insurance, or a closely related field.
Three years of experience in the investigation and adjust-
ment of general and fleet liability claims. Related work experi-
ence may be substituted for the educational requirement on a
year-for-year basis. Experience in handling municipal liability
claims is desirable, but not required.
SUPERVISION RECEIVED:
Works under the supervision of the Liability Claims Supervi-
sor, who outlines goals and objectives, reviews work in progress,
and periodically reviews completed work.

Approval of New and Revised Classification specifica-
tions and Resolution Setting Salary for the Clas-
sification of Director of cultural and Recreational
Services.
Introduction
This report requests approval of a new classification specifica-
tion for Director of cultural and Recreational Services, and re-
vised classification specifications for Librarian III, Parking
Meter Collector, Police Cadet, and Senior Parking Checker (reti-
tling of Parking Supervisor Assistant). In addition, the report
requests approval of a salary resolution establishing the salary
rate for Director of Cultural and Recreational Services.
Background - New Specification
Director of Cultural and Recreational Services is a new position,
approved as part of the FY 1987-1988 budget adoption process.
The position will be responsible for administrative coordination
and management of the Department of Cultural and Recreational
services, a consolidation of the current Department of Recreation
and Parks, the civic AUditorium, and the staff of the Arts Com-
mission. The recommended specification was approved by the Per-
sonnel Board at their regular meeting of July 15, 1987.
Also attached is a Salary Resolution, establishing the salary
rate for the new position.

of an analysis of both external and internal alignment factors.
Based on that analysis, an E-Step rate of $5326 per month is
recommended ($5698 per month with PERS).
Background - Revised Specifications
Four revised classification specifications, approved by the Per-
sonnel Board at their regular meeting of July 15, 1987, are also
attached for your review and approval.
Librarian III has been revised to reflect those duties to be per-
formed under this classification related to the installation and
maintenance of the Library's new automated cataloging and cir-
culation systems, as approved by the Council as part of the FY
1987-1988 budget.
Parking Meter Collector and Police Cadet have been revised to
more accurately reflect the specific duties and responsibilities
normally assigned to positions in these classifications.
senior Parking Checker (a retitling of Parking Supervisor Assis-
tant) has been revised to reflect the deletion of the civilian
Parking Supervisor position in the FY 1987-1988 budget, and the
fact that this position is now supervised by a Police Sergeant.
Fiscal Impact
Funds are already included in the budget for FY 1987-1988 to
cover all salary costs related to the new and revised classifica-
tions discussed above.

Recommendation
It is recommended that the City Council approve the new clas-
sification of Director of Cultural and Recreational Services, the
revised classification specifications for Librarian III, Parking
Meter Collector, Police Cadet, and Senior Parking Checker, and
adopt the attached Resolution establishing the salary rate for
the new classification.

DIRECTOR OF COLTURAL AND RECREATIONAL SERVICES
DEFINITION: Subject to administrative approval, plans,
organizes, directs, and promotes the City's cultural and
recreational activities. Manages and coordinates the activities
of the Recreation and Parks Department, civic Auditorium, and the
Arts Commission. Performs other related duties as required.
TYPICAL DUTIES:
Directs and manages the activities and operations of the
Department of Cultural and Recreational Services, including
administrative coordination of the Recreation and Parks
Department, Civic AUditorium, and the Arts Commission.
Formulates and supervises implementation of department
policies and procedures.
Confers with the City Manager on department policies and
programs, and coordinates activities with other City departments
and outside agencies.
Formulates and directs activities designed to determine the
cultural and recreational needs and interests of citizens, and
develops and implements programs and activities in response to
those needs and interests. Meets with community leaders, civic
organizations and citizens to stimulate interest in cultural and
recreational activities.
Develops and manages public relations outreach programs to
stimulate community participation in cultural and recreational
programs, as well as to promote the community.
Develops, recommends and administers the department's annual
operating budget, including the development and implementation of
fee-for-service and other revenue-producing programs.
Monitors legislative activity at the local, State, and
Federal levels related to cultural and recreational programs.
Directs the preparation of grant proposals, and administers
the use of grant funds.
Selects, supervises, and trains administrative personnel.
studies operations and makes recommendations to the city
Manager for changes which will improve economy, efficiency and
quality of operations and services.
Performs all other related duties as assigned.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate
the following:
Knowledge of: Principles, practices and methods of public
administration; public information techniques and practices;
methods and techniques of effectively promoting community
participation in city-sponsored activities; public sector
cultural and recreational programs; principles and techniques of
contract monitoring and evaluation; budget preparation and
administration: principles and practices of supervision and
training; technical and operating principles, practices and

activities; and local, state and national arts programs,
resources and organizations.
Ability to: Develop, implement and manage a wide variety of
cultural and recreational activities; effectively promote the
City and its programs/activities to the broad community; develop

effectively; plan, assign, and coordinate the work of the various
divisions within the department; select, supervise, and train
subordinates; prepare and present oral and written reports;
develop and administer complex budgets; and establish and
maintain cooperative and effective working relationships with all
segments of the community, and with City officials and
administrators.
Possession of a valid driver's license.
DESIRABLE TRAINING AND EXPERIENCE:
Graduation from college with a bachelor's degree in pUblic
or business administration, recreation, arts administration, or a
closely related field.

administration of cultural, recreational, or similar programs
designed to promote the community and/or to promote citizen
participation in such activities. Public sector experience is
highly desirable.
SUPERVISION RECEIVED:
Performs duties subject only to policy limitations and
general administrative review by the City Manager.

LIBRARIAN III
DEFINITION: Under administrative direction, plans, organizes,
directs, and supervises a division of the library system. Per-
forms related duties as required.
DISTINGUISHING FEATURES OF THE CLASS: Differs from Branch
Librarian in that the Librarian III is in charge of a specialized
division of the main library while the Branch Librarian is
responsible for the overall operation of a branch library. Dif-
fers from a Librarian II in that the Librarian II provides tech-
nical assistance to the Librarian III in planning and supervising
a specialized division.
TYPICAL DUTIES:
Plans, coordinates and supervises a variety of library ac-
tivities. Depending on area of specialty, may supervise adult,
children'S, reference, audiovisual, technical, circulation, or
automated services.
May select a variety of library materials including books,
periodicals, pamphlets, films and recordings.
May direct cataloging and classification of library
materials.
May supervise circulation of library materials.
May act as manager of library automated system.
Checks collections to determine what should be replaced,
mended or discarded.
Assists patrons in making effective use of library
facilities.
Participates in community and public relations activities.
Prepares reports and studies and maintains records.
Hires and supervises library personnel.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate

DEFINITION: Under moderate supervision, collects and sorts coins
from parking meters and other City facilities. Performs related
duties as assigned.
TYPICAL DUTIES:
Collects coins from parking meters.
Counts, records and audits money collected from parking
meters.
Operates machines to sort, count and bag coins.
Walks long distances pushing heavy coin carts and lifting
coin boxes.
Performs minor repairs and reports inoperative parking
meters.
Responds to inquiries from the public in a tactful manner.
Operates a City van safely.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate
the following:
Knowledge of: Basic recordkeeping methods and procedures.
Ability to: Follow oral and written instructions; perform
basic arithmetical calculations with accuracy; learn and apply
the basic operating principles of parking meters, coin counters,
and coin sorters; lift and transport coin boxes; drive a City van
safely; and walk long distances.
Must be bondable.

One year of experience involving the collection and
recordkeeping of money, and related public contact experience.

DEFINITION: Under close supervision, participates in a formal
training program in clerical and elementary technical Police

TYPICAL DUTIES:
Receives and responds to in-person and telephone complaints
or request for information.
Takes minor Police reports from citizens in the field.
Files and retrieves materials and makes record checks.
Performs messenger duties within department and to City Hall
and outlying locations.
Drives a variety of Police vehicles.
Operates a variety of office machines and equipment.
Performs a variety of clerical duties, including but not
limited to typing, filing, and photocopying.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate
the following:
Knowledge of: basic office procedures.
Ability to: follow written and oral instructions; write
clear and concise reports; perform arithmetic calCUlations; learn
to operate standard office machines; and learn technical opera-
tions of department.
Possession of a valid California driver's license.
Full-time student status at a college or university.
18 years of age.
DESIRABLE TRAINING AND EXPERIENCE: Coursework in adminis-
tration of justice. six months of experience performing clerical
duties; and ability to type at a corrected speed of 25 words per
minute.
SUPERVISION RECEIVED:
Works under technical supervision of sworn and non-sworn
Police employees who make technical work assignments, frequently

DEFINITI~N: Under moderate supervision, assists in supervising
the operation of the City's parking enforcement unit. Performs
related duties as required.
TYPICAL DUTIES:
Assists in supervising the enforcement of City parking reg-
ulations. Monitors the daily activities of Parking Checkers in
the field.
Plans, schedules, assigns and monitors workload, breaks and
lunch hours~ approves vacation and sick leave.
Assists in training new employees in rules and regulations,
policies and procedures.
Assists in evaluating employees' work and preparing perfor-
mance evaluations. assists in disciplining employees.
Assists in designing parking enforcement patrol areas.
Answers pUblic inquiries about parking enforcement and re-
lated matters.
Inspects parking checker scooters for safety and proper
maintenance.
Prepares daily reports and maintains files as required.
Assists in preparing a variety of records, reports, memos,
etc.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate
the following:
Knowledge of: Applicable sections of California Vehicle
Code.
Ability to: Supervise parking enforce~ent employees on a
daily basis; interpret and apply applicable provisions of the
Santa Monica Municipal Code; learn City streets; write reports
and maintain records; observe and report hazardous conditions;
and deal tactfully with the public.

DESIRABLE TRAINING AND EXPERIENCE:
Graduation from high school or GED. Two years of parking
enforcement experience.
