Approval of New Classification Specification and
Resolution setting salary for the Classification of
Personnel operations Manager
INTRODUCTION
This report requests approval of a new classification specifica-
tion for Personnel Operations Manager and approval of a salary
resolution establishing the salary rate for Personnel operations
Manager.
BACKGROUND - NEW SPECIFICATION
Personnel operations Manager is a new position, approved by the
Personnel Board at their regular meeting of October 28, 1987.
This classification is intended to replace the classification of
Labor Relations Manager. Under the administrative direction of
the
Director
of
Personnel,
this
position
will
provi<:1e
administrative coordination of various
techncial and support
personnel service functions, including compensation, employee
benefits,
training
and
development,
employee
performance
evaluation, and career planning and development. This position
will be responsible for overseeing the day-to-day operation of
the Personnel Department and will also provide assistance to the
Director of Personnel in the area of labor relations.
Also attached is a salary Resolution, establishing the salary

rate for the new position. The recommended salary is the result
of an analysis of both external and internal alignment factors.
Based on that analysis, and E-Step rate of $4307 per month is
recommended ($4608 per month with PERS).
BUDGET/FINANCIAL IMPACT
Funds are already included in the budget for FY 1987-88 to cover
all salary costs related to the new classification discussed
above.
RECOMMENDATIONS
It is recommended that the City Council approve the new classifi-
cation of Personnel Operations Manager and adopt the attached
Resolution establishing the salary rate for the new classifica-
tion.

PERSONNEL OPERATIONS }~NAGER
DEFINITION: Under the-administrative direction of the Director
of Personnel, provides administrative coordination of various
technical and support services; develops, administers and
maintains the City's compensation plan and classification plan;
develops, administers and maintains employee performance
evaluation systems; researches, evaluates, recommends and
administers employee benefit plans for city employees; plans,
supervises and conducts employee training programs; assists
Director of Personnel in the administration of the City's labor
relations programs. Performs other related duties as required.
TYPICAL DUTIES:
Assists the Director of Personnel in the planing,
coordination and administration of the personnel operations
functions of the department.
Plans, organizes and directs special programs and projects
in employer-employee relations and employee beneflts.
Formulates policy and procedures related to compensation,
classification and employee benefits administration.
Plans, supervises and conducts classification and
compensation studies~ recommends appropriate allocat~on and
reallocation of classifications to the city's compensation plan.
Administers employee benefits programs.
Assists Director of Personnel in coordinating, preparing and
administering the annual departmental budget.
Assists with the planning, organizing and conducting of
contract negotiations with employee organizations; serves as
back-up Chief Negotiator for the Director of Personnel.
Plans, dir~cts and supervises the work of professional and
support staff assigned to the personnel operations division.
Plans, supervises and conducts employee training programs.
Develops, implements, ad~inisters and maintains employee
performance evaluation systems.
Directs and provides assistance to support staff in
providing services to departments and employees.
Assists the Director of Personnel in the handling of
complaints concerning application of labor agreement provisions
and/or employee benefits.
responds to administrative or Council inquiries and makes
written and/or oral reports.
Assists the Director of Personnel in the investigation and
processing of grievances under labor agreements and under Equal
Opportunity and Fair Employment Practice law.
May serve as an Advocate for the City in administrative and
Personnel Board hearings.
May provide counseling for employees and ~upervisors in
discipline and performance evaluat10n matters.
When specifically assigned, assumes duties of Director of
Personnel in hiS/her absence.

BASIC QUALIFICATIONS:
MINI}TI]M STANDARDS: Applicant must be able to demonstrate
the followlng:
Knowledge of: principles and practices of personnel/human
resource management; quantitative and management analysis
techniques; report writing; employee benefit programs;
performance evaluation program; compensation programs;
classification programs; training and development programs.
Ability to: analyze and solve administrative problems;
develop, implement, administer and maintain personnel/human
resource management policies, procedures and programs; serve as a
resource for city administration and departmental staff;
communicate effectively both in writing and orally; and deal
effectively with employees, supervisors, administrative staff,
the public and City Boards and commissions.
DESIRABLE TRAINING AND EXPERIENCE:
Graduation from an accredited college or university with a
degree in personnel, human resource management, public or
business administration or related fields of study.
At least fours years of work experience in personnel/human
resource management administration, including responsibility in
the areas of compensation, classification, perfor~ance
evaluation, employee benefits and training and development, and
one year of supervisory experience.
SUPERVISION RECEIVED:
Works unde~ the administrative direction of the Director of
Personnel, who outlines work assignments, occasionally reviews
work in progress, and periodically reviews completed work.
SUPERVISION EXERCISED:
Exercises technical and administrative supervision over
Personnel Analysts, Administrative Analysts, and Personnel
Services Supervisor by assigning work, occasionally reviewing
work in progress and periodically reviewing completed work.

THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS:
SECTION 1. The following monthly salary level is hereby
established for the indicated permanent classification, effective
