FROM: City staff SUBJECT: Resolution Authorizing participation in corrections Standards and Training Program. INTRODUCTION This report requests that the city Council adopt a resolution authorizing participation by the police Department in the Standards and Training Program of the Board of Corrections, and providing that while involved in the program, the city will adhere to the Board's standards for selection and training of jail personnel. BACKGROUND The Legislature created the Board of Corrections to provide leadership and coordination in the field of California corrections. The Board sets minimum standards for health care, programs, procedures, and construction of local detention facilities. It has statutory responsibility for establiShing selection criteria and training standards for local jail personnel and assists in off- setting costs incurred by cities in meeting training standards. The Standards and Training for Corrections Program (STC) is one of three divisions under the Board of Corrections and is charged with the responsibility to: a. Assist local police departments to select qualified people for employment and maintain staff proficiency; b. Promote development of efficient and effective training delivery system; -1- ~-J APR 2 5 1989 " . . t c. Provide financial assistance to local police depart- ments to meet selection and training standards; and d. Provide technical assistance and support to all par- ticipating departments and providers. Through research, planning, design and assessment, the STC Program assists local agencies in ensuring that they select and train qualified people and maintain ongoing staff proficiency through jOb- related skills training. The Program provides financial assistance annually to participating agencies to assist them in meeting the statewide selection and training standards adopted by the California State Board of Corrections. Local agencies that participate in the STC Program agree to adhere to all program regulations, policies and procedures. In 1981, the Legislature enacted AB 3296 which mandated the Board of Corrections to conduct research to establish job-related minimum standards for selection and training for entry-level positions for probation officer, corrections officer and juvenile counselor. To accomplish this mandate, the Board of corrections conducted a statewide job-analysis research project of local entry-level corrections positions. During an implementation phase, the research products (selection and training documents) with recommendations were reviewed by six selection and training task force groups, an executive steering committee, local personnel administrators, employee representation groups, and training providers. They were also pilot tested with local corrections agencies. On the basis of -2- , . . ~ the five-year study and implementation project, the Board of Corrections established new selection and training standards for these positions, to be effective July 1, 1987. The regulations for counties and cities who elect to participate in the STC Program are found in Title 15, Division 1, Subchapter 1, Articles 1 through 9, Sections 100-358 of the California Administrative Code. A city applying for funding is required to have their local governing body adopt a resolution authorizing participation. This resolution must clearly provide that while receiving funds, the department will adhere to the Board of Corrections' standards for selection and Training. One certified copy of the approved resolution must be included in the Annual Training Plan. BUDGETARY/FINANCIAL IMPACT The City by full participation, should receive $6,000 from the STC Program for FY 89-90. Revenue will be shown in account number 01-907-185-000-000. RECOMMENDATIONS staff recommends that the City Council adopt a resolution supporting Police Department participation in the Board of Correction standards and Training Program. Prepared by: James F. City Council Meeting April 25, 1989 Santa Monica, California RESOLUTION NUMBER (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE SANTA MONICA POLICE DEPARTMENT TO ADHERE TO THE STATE BOARD OF CORRECTIONS STANDARDS FOR SELECTION AND TRAINING FOR CORRECTIONS PROGRAM WHEREAS, The Legislature created the Board of Corrections in order to provide leadership and coordination in the field of California corrections; and WHEREAS, The Board sets minimum standards for health care programs, procedures, and construction of local detention facilities. It has statutory responsibility for establishing selection criteria and training standards for local jail personnel and assists in offsetting costs incurred by cities in meeting training standards; and WHEREAS, the Standards and Training for Corrections Program (STC) provides financial assistance annually to participating agencies and; WHEREAS, Local agencies that participate in the STC Program agree to adhere to all program regulations, policies and procedures. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City agrees and declares that for as long as the City of Santa Monica receives any State Aid pursuant to Section 6040 of the California Penal Code the City of Santa Monica Police Department will adhere to the standards for selection and training of corrections officers and jail personnel established by the Board of Corrections.
